THE CITY OF RICHMOND, INDIANA, JUNE 27, 2002
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, June 27,
2002, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin
Henry, Bruce Metzger, and Assistant City Attorney Steve Rabe in attendance. The following business
was conducted:
APPROVAL OF MINUTES
Henry made a motion to approve the minutes of June 13, 2002, second by Metzger and the motion was
carried on a voice vote. Metzger made a motion to approve the minutes of June 20, 2002, second by
Goodwin and the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department in the amount of$279, 548.75 and moved for
approval, second by Metzger and the motion was carried on a voice vote.
REQUESTS
A. Goodwin read a request from Rockford Holliday of H & H Paintball to close the 900 block
of The South Service Drive on Saturday, July 13, 2002 from 10:30 a.m. to 2:30 p.m.for a
promotion of his business. Metzger moved to approve, second by Henry and the motion
was carried on a voice vote.
PROPOSAL AWARD
A. Goodwin read a letter from City Engineer Bob Wiwi requesting approval of the
engineering firm of Burgess & Niple Limited for the construction of a detention pond in the
Midwest Industrial Park for$12,300. Metzger moved to approve, second by Henry and
the motion was carried on a voice vote.
AGREEMENT
A. Henry requested approval of a drug testing agreement for Rose View Transit and other
City employees with Midwest Toxicology of Indianapolis and to authorize Goodwin to sign
the agreement on behalf of the board. Metzger moved to approve, second by Henry and
the motion was carried on a voice vote.
RESCINDING POLICE POWER
A. Goodwin read a letter from Police Chief Greg Pipes requesting that the police powers of
Linda Tyler and Jerry Crawford be rescinded at Earlham College as their job
responsibilities have changed. Henry moved to approve, second by Metzger and the
motion was carried on a voice vote.
CEREMONY AT FREEDOM FOUNTAIN
A. Goodwin said he had received a phone call prior to the meeting,from Jim Larkin of the
American Legion requesting permission to hold a meeting at the Freedom Fountain on
July 3, 2002 at 6 p.m.for the purpose of reciting the pledge of allegiance and other
related services. Metzger moved to approve, second by Henry and the motion was
carried on a voice vote.

INTRODUCTION OF STUDENTS
Students were introduced from Richmond High School.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
