THE CITY OF RICHMOND, INDIANA,JUNE 13, 2002
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, June 13,
2002, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin
Henry, Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The following business
was conducted:
APPROVAL OF MINUTES
Henry made a motion to approve the minutes of June 6, 2002 meeting, second by Metzger and the
motion was carried on a voice vote.
CLAIMS FOR PAYMENT
There were no claims.
DISCIPLINE HEARING DECISION
A. A decision was reached concerning Lt. Joe Pierce of the Fire Department. Metzger opened by
saying that the Board is leaning toward a suspension rather than a demotion because there is a
restricted license in place for Lt. Pierce to drive while on duty. Metzger asked Chief Allen to explain
the suspended days and he said the Fire Department has what are called duty days which are not
the same as eight-hour work days because firefighters have 24-hour days.
Chief Allen said they have no set standards on suspended days but it is usually based on the
seriousness of the infraction. He said the longest suspension he could recall was for 15 days which
would be five duty days. Henry said she would be supportive of a 15-day suspension or five duty
days and also requiring Lt. Pierce to go to a substance abuse provider and follow those
recommendations along with follow ups reported to the Chief. She said she would also like to see
the Board and the administration look at Article 10, Section 8 and Section 38 to try to resolve any
issues and define the language. Henry then made a motion containing those issues and added that
she would also be in favor of six random substance abuse tests in a year's time, second by Metzger
and the motion was carried on a voice vote.
REQUESTS
A. Captain Don Ponder requested the closing of the 1st block of South 10th Street for a
fundraiser by Richmond Civic Theater on the evenings of June 21, and 22, 2002 from 7
to 10 p.m. Metzger so moved, second by Henry and the motion was carried on a voice
vote.
B. Captain Ponder requested a noise variance for"The Wheel"on Sunday, July 14, 2002
• from 4 to 8 p.m.for a fundraiser for Help the Animals Shelter. Henry so moved, second
by Metzger and the motion was carried on a voice vote.
C. Captain Ponder requested the closing of the 800 Block of East Main Street on Sunday,
July 14, 2002 from 11:30 A.M.to 6:00 P.M.for an"Ice Cream Social"for the Community
Kitchen at St. Paul's Episcopal Church. Henry moved to approve, second by Metzger
and the motion was carried on a voice vote.

D. Captain Ponder requested approval of three reserved handicapped parking signs for:
Carl Davis, 55 South 16th Street; Robert Hofmann, 325 South 10th Street and Deborah
Sue Wolfenbarger, 417 South 15th Street. Metzger moved to approve, second by Henry
and the motion was carried on a voice vote.
CHANGE ORDER#1
A. City Engineer Bob Wiwi requested approval for Change Order#1 on the South 1st Street
Rehabilitation Project. The change order increases the cost by$14,582 and the new
total would be $292,781. Henry moved to approve, second by Metzger and the motion
was carried on a voice vote.
BID AWARD
A. Goodwin requested approval for Brower-Garr Nursery to be awarded the bid for
$13,425.20 for the grooming on East Main Street and U.S. 27 South. Henry moved to
approve, second by Metzger and the motion was carried on a voice vote.
INTRODUCTION OF STUDENTS
Students were introduced from Richmond High School and Centerville High School.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
