THE CITY OF RICHMOND, INDIANA, APRIL 11,2002
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,April 11,
2002, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Robin
Henry, Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was
conducted:
APPROVAL OF MINUTES
There were no minutes.
CLAIMS FOR PAYMENT
Henry presented claims for payment from the Finance Department in the amount of$257,755.17 and
moved for approval, second by Metzger and the motion was carried on a voice vote.
REQUESTS
A. Renee Oldham requested the use of the North 7th Parking Lot for the 2002 Farmer's
Market,which will open on Saturday May 4th and continue each Saturday until October
26th. The market will be open to the public from 7 to 11 a.m. Henry moved to approve,
second by Metzger and the motion was carried on a voice vote.
B. Fire Chief Mike Allen requested approval of the use of Station#4 for the lock-up site for
the annual Muscular Dystrophy Fundraiser. The event will be Wednesday May 22, 2002
from 10 a.m. to 3 p.m. Metzger moved to approve, second by Henry and the motion was
carried on a voice vote.
C. Captain Don Ponder requested permission for the Optimist Girls to hold a parade on May
4th, with the route starting at N.W. 8th from Main to Peacock Road with the parade
beginning at 9 a.m. Metzger so moved, second by Henry and the motion was carried on
a voice vote.
D. Captain Ponder requested permission for the Optimists Boys to hold a parade on
Saturday May 11, 2002, starting at 9:30 a.m. from N.W. 8th Street to Peacock Road.
Metzger moved to approve, second by Henry and the motion was carried on a voice vote.
E. Captain Ponder requested the closing of the 800 Block of Main Street on May 4th from
noon until 11:00 p.m.for the first community celebration of Cinqo de Mayo. This event is
sponsored by Main Street Richmond-Wayne County and Rabe explained that Cinqo de
Mayo celebrates Mexico's independence over France. Henry moved to approve, second
by Metzger and the motion was carried on a voice vote.
F. A request was made by Captain Ponder for the Rod Run Event on Saturday June 15,
2002 from 2 to 4:30 p.m. Main Street Richmond-Wayne County, in conjunction with this
event, would like to close the 800 Block of Main Street on Friday June 14th for a sock
hop. Captain Ponder commented that this has always been a well attended event and
had not been a problem in the past. Metzger moved to approve, second by Henry and
the motion was carried on a voice vote.
G. Captain Ponder requested the closing of East Main Street from 6th to 11th for the Main
Street Richmond-Wayne County Annual Small Business Picnic to be held on June 21st
from 8 a.m.to 4 p.m. Henry moved to approve, second by Metzger and the motion was
carried on a voice vote.

H. A request was made by Captain Ponder for the Rock Solid Ministries to hold"Bikers
Saturday"on May 25, 2002 from 2 to 4:30 p.m. They would like to close the east half of
the 100 Block of the north service drive as that is where the bikes will be parked. Henry
moved to approve, second by Metzger and the motion was carried on a voice vote.
I. Captain Ponder requested the approval of a Handicap Parking Space for Richard
Huddleston at 2113 North"C"Street. Metzger so moved, second by Metzger and the
motion was carried on a voice vote.
BID AWARDS
A. Goodwin read a letter from Greg Steins recommending the roof and exhaust system
project at the Richmond Street Department be awarded to W.R. Kelso Company, Inc. of
Indianapolis, Indiana, in the amount of base bid #1 $25,870, alternate#1 $19,840 and
Base Bid#2, $33,074, with a total of$78,784. Metzger moved to approve, second by
Henry and the motion was carried on a voice vote.
B. Goodwin read a letter from Street Commissioner Gordon Moore requesting that the bids
for Asphalt Coring be read and awarded this evening. The bids are: Bowser and Morner,
Dayton, Ohio $4,600; Fultz and Witzig Engineering of Cincinnati, Ohio, $2,950. After
reviewing the bids, T. L. Boseli of the Richmond Street Department recommended that
the bid be awarded to Fultz and Witzig, Cincinnati, Ohio n the amount of$2,950. Henry
moved to approve, second by Metzger and the motion was carried on a voice vote.
INTRODUCTION OF STUDENTS
Students from Richmond High School were introduced.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
