THE CITY OF RICHMOND, INDIANA, FEBRUARY 7, 2002
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
February 7, 2002, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided
with Robin Henry, Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The following
business was conducted:
APPROVAL OF MINUTES
Henry moved to approve the minutes of January 31, 2002, second by Goodwin and the motion was
carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims for payment from the Finance Department in the amount of$569,512.38 and
moved for approval, second by Goodwin and the motion was carried on a voice vote.
REQUESTS
A. Human Resource Director Robin Henry explained the amended salary limits for long term
disability insurance saying that they are requesting that the city raise the maximum salary
to$75,000 with a total monthly benefit of$3,000. Goodwin moved to approve, second by
Henry and the motion was carried on a voice vote
B. Henry also explained an amendment to Wellness Insurance saying that they will pay
$250 at 100% and $500 at 80/20 and that does not apply to the deductible. The change
also concerning mental health expenses deletes the requirement for supervision by a
Physician or Psychologist saying that the provider of services must be licensed by the
state.
C. Animal Control Officer Marilyn Juhasz read a letter recommending the Board of Public
Works and Safety declare two dogs owned by Kelly Barnett to be dangerous and vicious.
Her letter stated they show aggression towards people when approached. The board set
the hearing for Thursday, February 21, 2002 at the close of the regular Board of Works -
meeting.
BID OPENING
A. The following bids were opened for carpet for the Street Department: Richmond Carpet,
$2,791.57; Newport Carpet, $2,549; and Georgia Direct, $2,296.16. These bids will be
reviewed and awarded at a later date.
BID AWARD
A. Goodwin read a letter from Gordon Moore, Street Commissioner, recommending that
Studebaker Buick be awarded a bid for a one ton GMC Truck in the amount of
$37,112.43. Henry so moved, second by Metzger and the motion was carried on a voice
vote.

AGREEMENTS
A. Bob Bever, City Attorney, explained that this is an amendment to the conditional sales
agreement entered into on February 9, 2001 with E.D.C. saying that there are still two
companies who are interested in buying the Carpenter Building. One of the companies
has requested that if they don't win the bid, but since they have spent money on
environmental clean up, they would purchase another lot and they are asking for a
$50,000 reimbursement on the property. Henry moved to approve, second by Goodwin
and the motion was carried on a voice vote. Metzger abstained.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
