THE CITY OF RICHMOND, INDIANA, DECEMBER 20,2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
December 20, 2001, in the Community Room in the Municipal Building. Chairperson Bob Goodwin
presided with Robin Henry and Bruce Metzger present. The following business was conducted:
APPROVAL OF MINUTES
No minutes were available.
CLAIMS FOR PAYMENT
Claims from the Finance Department were presented by Henry and moved for approval in the amount of
$111,889.81, second by Goodwin and the motion was carried on a voice vote.
BID OPENINGS
A. The following bids were opened for the 2002 annual blankets for the Richmond Fire
Department: Reynolds Plumbing with various hourly rates; Lowman Metal Shop; Hill Electric;
and Bader Mechanical. These bids were given to Assistant Fire Chief Kevin Nicholson for
review to be awarded later this evening.
REQUESTS
111 A. Nicholson also requested approval of revisions for the hiring process. He said beginning in
July of 2002 they would introduce a new test that measures leadership potential and other
skills. Metzger moved to approve, second by Henry and the motion was carried on a voice
vote.
CONTRACT
A. Nicholson requested approval of a contract for Public Safety Medical Services for the 2002
annual physicals for the Fire Department. Henry moved to approve, second by Metzger and
the motion was carried on a voice vote.
CHANGE ORDER#1
A. City Engineer Bob Wiwi requested approval of change order#1 for Midwest Industrial Park
lots numbered two and three for soil investigation. The original amount was for$4100 and
this will add $405 making a new total of$4505. Henry moved to approve, second by Metzger
and the motion was carried on a voice vote.
BID AWARD.
A. Goodwin read a letter from Purchasing Director Vicki Stevens recommending the contract for
digital pager rental for the City of Richmond be awarded to Beep-Alert for$4.99 per pager
each month. Metzger moved to approve, second by Henry and the motion was carried on a
voice vote.
CONTRACT
A. Goodwin requested approval of the sale of lot#9 in Midwest Industrial Park,with a price of
$336,000. Henry moved to approve, second by Goodwin and the motion was carried on a
voice vote.

BID AWARD
A. There was only one bid for electrical and plumbing, and Nicholson recommended the
following bids for the Richmond Fire Department: electrical, Hill Electric and plumbing,
Reynolds Plumbing. Henry moved to approve, second by Metzger and the motion was
carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
