THE CITY OF RICHMOND, INDIANA, DECEMBER 13,2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday,
December 6, 2001, in the Community Room in the Municipal Building. Chairperson Bob Goodwin
presided with Bruce Metzger and City Attorney Bob Bever present. Robin Henry was absent.The
following business was conducted:
APPROVAL OF MINUTES
The minutes for December 6, 2001 were approved on a motion by Metzger, second by Goodwin and the
motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Claims from the Finance Department were presented by Metzger and moved for approval in the amount
of$296,419.29, second by Goodwin and the motion was carried on a voice vote.
REQUESTS
A. The request for approval of a 4-way stop sign at North 15th and"E"Street was held over
from the last meeting. Goodwin explained that after checking with the neighborhood there
is no opposition and moved to approve, second by Metzger and the motion was carried on a
voice vote.
B. Fire Chief Mike Allen requested approval for the suspension, of Lieutenant Greg Knarzer for
seventy-two hours without pay. This suspension is a result of five reprimands beginning from
January 1 to December 31. Allen explained that he can suspend up to forty hours, but the
board needs to approve the other 32 hours. Metzger moved to approve subject to Knarzer's
right to request a hearing, second by Goodwin and the motion was carried on a voice vote.
BID AWARDS
A. Gordon Moore, Street Commissioner, read his letter concerning tree removal. Moore
explained that Ditty Construction had the lowest bid, but in talking with them, Moore said
that company planned to use a backhoe to remove the stumps and he felt that that was
unacceptable. Therefore, Moore said that bid will be rejected and recommended the second
lowest bidder Fitzwater Tree and Lawn for$15,930. Metzger moved to approve, second by
Goodwin and the motion was carried on a voice vote.
BID OPENING
A. The following bids were opened for mock-up sign panels: Burkhart Sign $8,896; Hall Signs,
Bloomington, IN $8,752; and Poblocki &Sons $11,990. City Engineer,Bob Wiwi took these
bids under advisement, to be awarded this evening.
AGREEMENTS
A. Grants Administrator Tony Foster presented an agreement with the Archaeological
Consultants of Ossian in the amount of$600.00 for the new subdivision for Habitat for
Humanity. Metzger moved to approve, second by Goodwin and the motion was carried on a
voice vote.

BID AWARD
A. After reviewing the bids for the mock-up panels,Wiwi recommended the bid be awarded to
Hall Signs of Bloomington, IN in the amount of$8,752.03 and authorize President
Goodwin to sign. Metzger moved to approve, second by Goodwin and the motion was
carried on a voice vote.
INTRODUCTION OF STUDENTS
Goodwin introduced students of a government class of Centerville High School.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
