INDUCTION MEETING
NOVEMBER 21, 2016

1. Call to Order/Roll Call - Mayor Packer called the meeting to order at 10:06

2. Pledge of Allegiance - The Bal Harbour Color Guard presented the flags of the
United States, the State of Florida and Bal Harbour then led the Council in the Pledge
of Allegiance.
3. Invocation - Rabbi Simeon Schreiber delivered the invocation.
4. Resolution - Certification of November 8, 2016 Election by Village Clerk
MOTION: A motion to approve the resolution was moved by Councilman Seth
Salver and seconded by Assistant Mayor Patricia Cohen.
VOTE: The Motion passed by unanimous voice vote (4-0).

Mr. Gonzalez described the resolution. Councilman Groisman, Councilman Salver
and Assistant Mayor Cohen thanked Mayor Packer and Councilman Sanz as
colleagues and friends. Mayor Packer thanked his fellow Council members and
provided praise to the Administration. Mr. Gonzalez recognized Mayor Packer's and
Councilman Sanz's years of service with a plaque of appreciation.
5. Oath of Office - The Village Clerk provided the Oath of Office to David Albaum
and Jeffrey Freimark who were then seated at the dais.
6. Appointment of Temporary Chairperson - Mr. Weiss asked the Council to
appoint a temporary Chair.
MOTION: A Motion to appoint Jorge Gonzalez as temporary Chair was moved by
Councilwoman Patricia Cohen and seconded by Councilman Seth Salver.
VOTE: The Motion passed by unanimous voice vote (5-0).
7. Election of Mayor - Mr. Gonzalez described the procedures to be taken by the
Council to elect a Mayor and Assistant Mayor. Councilman Salver nominated
Councilman Groisman. Councilman Albaum nominated Councilman Freimark to
which Mr. Freimark respectfully deferred to Councilman Groisman. Councilman
Albaum then nominated Councilman Salver, to which Councilman Salver deferred to
Councilman Groisman. As there were no further nominations, Councilman Groisman
was elected Mayor.
VOTE: The election was unanimously approved by voice vote (5-0).
8. Election of Assistant Mayor - Mayor Groisman nominated Councilman Salver
and Councilwoman Cohen nominated herself. Councilman Salver received four votes
by ballot and and Councilwoman Cohen received one vote.
MOTION: A motion to elect Councilman Salver as Assistant Mayor was moved by
Councilman Freimark and seconded by Councilman Albaum.
VOTE: The motion passed by unanimous voice vote (5-0).
9. Oath of Office - Rabbi Sholom Lipskar provided the Oath of Office for Mayor
Gabriel Groisman and Assistant Mayor Seth Salver.
Mayor Groisman, Assistant Mayor Salver, Councilman Freimark and Councilman
Albaum provided their acceptance speeches and gave thanks to the Community,
fellow Council members, the Administration and their families.

10. Adjourn - the meeting was adjourned at 10:47AM.

END OF INDUCTION MEETING AGENDA
One or more members of any Village Committee/Board may attend this meeting of the Council and may discuss
matters which may later come before their respective Boards/Committees.
The Other Business Section includes public comment. On public comment matters, any person is entitled to be
heard by this Council on any matter; however, no action shall be taken by the Council on a matter of public
comment, unless the item is specifically listed on the agenda, or is added to the agenda by Council action.
Any person who acts as a lobbyist, pursuant to Village Code Section 2-301 (Lobbyists), must register with the
Village Clerk, prior to engaging in lobbying activities before Village staff, boards, committees, and/or the Village
Council. A copy of the Ordinance is available in the Village Clerk's Office at Village Hall.
If a person decides to appeal any decision made by the Village Council with respect to any matter considered at a
meeting or hearing, that person will need a record of the proceedings and, for such purpose, may need to ensure
that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which
the appeal is to be based (F.S. 286.0105).
In accordance with the Americans with Disabilities Act of 1990, all persons who are disabled and who need
special accommodations to participate in this proceeding because of that disability should contact the Village
Clerk's Office (305-866-4633), not later than two business days prior to such proceeding.
All Village Council meeting attendees, including Village staff and consultants, are subject to security screening
utilizing a metal detector and/or wand, prior to entering the Council Chamber, Conference Room, or other
meeting area located within Village Hall. This is for the safety of everyone. Thanks for your cooperation.
