Public Safety Committee Meeting
Call to Order
The July 28, 2011, Public Safety Committee meeting convened at 8:15 a.m. by Chairman
Councilman Harvey.
Attendance
Present: Committee Members: Councilman Mike Harvey, Councilman Bill Luebbert,
Councilman Rich Koon, Fire Chief Bob Rennick, and Chief of Police Roger
Schroeder.
Guests: Councilwoman Carrie Carroll, Interim City Counselor Drew Hilpert,
Police Captain Bob Clark, Police Sergeant Joe Matherne, Police Officer Paul
Gash, Cole County Emergency Management Coordinator Bill Farr, Building
Regulations Division Director Ron Davenport and Fire Department Public
Education Officer Jason Turner.
Approval of Minutes
Minutes from the June 30, 2011, committee meeting were approved. All voted in favor.
Discussion of Agenda Items
Chief Schroeder requested a change in the order of the agenda to enable him to present his items
first so he could leave to take an anticipated telephone call. Chairman Harvey granted his
request.

NEW BUSINESS
K9
Chief Schroeder advised that K9 Darco has developed a serious illness. A letter from his
veterinarian recommends that Darco be retired from police service. The department would like to
retain the K9 position, and it is Chief Schroeder’s intenti on to secure a replacement. Money for
the K9 replacement and training is not an issue as the budgeted line item allows for much of the
replacement cost. Chief Schroeder introduced Sgt. Joe Matherne, Supervisor for the Community
Action Team and K9 handler Officer Paul Gash. Sgt. Matherne stated it will cost approximately
$12,500.00 to replace Darco and attend the required eight weeks of handler training. After a
research of kennels, he is recommending purchase of a K9 and subsequent training from
Riverview Kennels in Cape Girardeau. Officer Gash has worked with this kennel and has

established a rapport with the trainer. Officer Gash presented information pertaining to the
effectiveness of the K9 program, an overview of Darco’s illness, and plans for replacement and
training.
Chief Schroeder advised he would turn the discussion of Police Department building renovations
over to Captain Clark. He thanked the committee and departed the meeting.
Adapting 2009 ICC Building Codes
Building Regulations Division Director Ron Davenport stated the 2006 ICC Building Codes,
under which the City currently functions, are outdated. Mr. Davenport suggests purchasing the
2009 set of books and recommends adoption of the 2009 codes to stay current with design codes.
The pending St. Mary’s Health Center project will use the 2009 codes as a model.
Firecode – At-Will Employees
Interim City Attorney Drew Hilpert stated the proposed ordinance change will delete a section of
the current ordinance to clarify that fire inspectors are at-will employees. Chief Rennick added
this change is also addressed in the 2009 ICC building codes. Councilman Koon made a motion
to send this issue to the City Council for approval. Councilman Luebbert seconded the motion.
Motion approved.
Expired Automatic External Defibrillators
Interim City Attorney Drew Hilpert advised this proposed ordinance would allow the City to
surplus automatic external defibrillators to Cole County for use by their ambulance service. Fire
Department Public Education Officer Jason Turner gave an explanation of the equipment and
explaining the cost involved in maintaining this equipment that is not being utilized. Chief
Rennick stated the defibrillators were transferred to the Fire Department from Parks and
Recreation a couple of years ago. Councilman Koon made a motion to send the issue to the City
Council for their approval. Councilman Luebbert seconded the motion. Motion passed.
Hazard Mitigation Plan
Emergency Management Coordinator Bill Farr advised the federal government mandates a
Hazard Mitigation Plan be approved every five years for the City of Jefferson and Cole County
to receive federal assistance. FEMA has approved the submitted hazardous mitigation plan, and
after City Council approval, the City/County will jointly adopt the plan.
Building Renovations
For informational purposes only, Captain Bob Clark explained Police Department building
renovations and upgrades which are needed to effectively use existing space. These projects will
be paid from Sales Tax D and include new furniture for the lieutenants’ office, renovations and
new furniture to the report room and the Community Action Team (CAT) office.

OTHER BUSINESS
Cole County Emergency Management Coordinator Bill Farr advised that with the approval of the
City Council for the upgrading/replacement of the outdoor warning sirens, Cole County would
like to prepare a joint RFP with the City. This will result in the upgrading and/or replacement of
25-28 new sirens. Chairman Harvey agreed the City and County should work together on this
project.
