THE CITY OF RICHMOND, INDIANA, OCTOBER 25, 2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, October
25, 2001, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with
Robin Henry present. Bruce Metzger and Assistant City Attorney Steve Rabe were absent. The following
business was conducted:
APPROVAL OF MINUTES
The minutes for October 4, and 11, and 18, 2001 were not approved due to the absence of Goodwin and
• Henry and Metzger at various meetings.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department in the amount of$427,593.43 and moved for
approval, second by Goodwin and the motion was carried on a voice vote.
REQUESTS
A. Captain Don Ponder requested approval for handicap signs for Thomas Miller at 2218
North "D"Street and Linda Walker at 529 south 10th Street. Henry moved to approve,
second by Goodwin and the motion was carried on a voice vote.
B. Goodwin read a request for a curb cut at 3121 Hodgin Road. Henry moved to approve
subject to City's specifications, second by Goodwin and the motion was carried on a
voice vote.
C. Goodwin announced the meeting for November 22, 2001 which is Thanksgiving Day,
would be held on Wednesday November 21, 2001. Henry moved to approve, second by
Goodwin and the motion was carried on a voice vote.
BID OPENING
A. The following bids were opened for a truck for the Street Department: General Truck
Sales, Muncie, Indiana 3 chassis and dump bodies, $38,249.24 with a total of
$114,747.72; Studebaker-Buick, $37,112.43 with a total of$72,145.24. These bids will
be reviewed and awarded at a later date.
B. One bid was received from Sub Service, Morgantown, Indiana for the water line at the
park department in the amount of$6,875.00. Stan Lambert, Park Department
Superintendent, recommended that the board award the bid this evening due to the
emergency of the project. Henry moved to approve, second by Goodwin and the motion
was carried on a voice vote.
C. The following bids were opened for the new entrance at Industries Road: Butler
Excavating, $32,274 with an alternate of$61,251.75; Arlis Moore, $46,880 with no
alternate; Milestone Contractors $45,192,with an alternate of$63,182. These bids
will be taken under advisement and awarded at a later date.
CHANGE ORDER
A. City Engineer Bob Wiwi requested change order#2 in the 500 block of South "L" Street.
The increase is for$1,423.76 making the new total $6,023.76. Henry moved to
approve, second by Goodwin and the motion was carried on a voice vote.

ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
