111 THE CITY OF RICHMOND, INDIANA, SEPTEMBER 27,2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
September 27, 2001, in the Community Room in the Municipal Building. Chairperson Bob Goodwin
presided with Robin Henry, Bruce Metzger and Assistant City Attorney Steve Rabe present. The
following business was conducted:
APPROVAL OF MINUTES
Henry made a motion to approve the minutes for the September 20, 2001 meeting, second by Goodwin
and the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
There were no claims for payment.
REQUESTS
A. Fire Chief Mike Allen requested approval for the Richmond Fire Department to participate
in the Uptown Christmas Parade that will be held on Saturday, December 1, 2001
beginning at 11a.m. Metzger moved to approve, second by Henry and the motion was
carried on a voice vote.
B. Chief Allen requested the promotion of Probationary Firefighter William McGathey to
Firefighter 1st Class. Henry moved to approve, second by Metzger and the motion was
carried on a voice vote.
CONTRACTS
A. Chief Allen requested approval to enter into a contract with Vectren, for Natural Gas
Service for Station#2 at 930 Winding Ridge Drive. Metzger moved to approve, second
by Henry and the motion was carried on a voice vote.
B. Police Chief Bill Shake requested approval of a contract with Centennial Wireless cell
phone service for the Investigative Services Division. Henry moved to approve, second
by Metzger and the motion was carried on a voice vote.
BID AWARD
A. Goodwin read a letter from Community Action Coordinator Misty Hollis who said one bid
was received for the Midwest Industrial Park signage and landscaping project and that
was from Pleasant View Nursery for$3,819 with an addition to include the grading and
installing soil for$335.00. Metzger moved to approve, second by Henry and the motion
was carried on a voice vote.
EXTENSION OF TIME FOR CARPENTER BUILDING
A. City Attorney Bob Bever requested for Economic Development, an additional 60 days
for I.D.E.M. to complete environmental inspections. Henry moved to approve, second by
Goodwin and the motion was carried on a voice vote with Metzger abstaining.

ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
