THE CITY OF RICHMOND, INDIANA, SEPTEMBER 20,2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday,
September 20, 2001, in the Community Room in the Municipal Building. Chairperson Bob Goodwin
presided with Robin Henry present. Bruce Metzger and Assistant City Attorney Steve Rabe were absent.
The following business was conducted:
APPROVAL OF MINUTES
Henry made a motion to approve the minutes for the September 13, 2001 meeting, second by Goodwin
and the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department in the amount of$450,129.51 and moved for
approval, second by Goodwin and the motion was carried on a voice vote.
REQUESTS
A. Chief Bill Shake requested approval to hire two new Police Officers. James Mastriano
effective hire date August 27, 2001 and James Edwards, effective hire date September
10, 2001. Henry moved to approve, second by Goodwin and the motion was carried on a
voice vote.
B. Chief Bill Shake requested approval for the'Walk and Run"event for Hope House
Addiction Recovery Center to be held on September 22, 2001 beginning at 8 a.m. Henry
moved for approval, second by Goodwin and the motion was carried on a voice vote.
C. Assistant Fire Chief Kevin Nicholson requested permission to use a stand by fire truck on
Sunday September 23, 2001 at the Wal Mart Superstore to collect money for the New
York Fire Department Relief Fund. Henry moved to approve, second by Goodwin and
the motion was carried on a voice vote.
BID OPENING
A. One bid was opened for landscaping for Mid West Industrial Park and that came from
Steve Foust, Pleasant View Nursery. Prices were quoted for removal and planting of new
shrubs, grading and installing soil and various other landscaping projects. This bid will
be taken under advisement and awarded at a later date.
CHANGE ORDERS
•
A. City Engineer Bob Wiwi requested Change Order#1 for the contractual curb and
sidewalk project. The increase is $7,456 and the new total $512,810. Henry moved
for approval, second by Goodwin and the motion was carried on a voice vote.
B. Wiwi requested Changer Order#1 for the connector street project, connecting Industries
Road and Winding Ridge Drive. The amount of increase is $9,880 and the new total
$148,785. Henry moved to approve, second by Goodwin and the motion was carried on
a voice vote.

BID AWARD
A. Wiwi recommended the bid for the vehicle wash building be awarded to Russell &Geier
Contracting in the amount of$126,858. Henry moved for approval, second by Goodwin
and the motion was carried on a voice vote.
B. Goodwin stated that only one bid was received for the City Auction and the bid was
awarded to Mike Drook, Auctioneer. Henry moved to approve, second by
Goodwin and the motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
