THE CITY OF RICHMOND, INDIANA, SEPTEMBER 6, 2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday,
September 6, 2001, in the Community Room in the Municipal Building. Chairperson Bob Goodwin
presided with Robin Henry, Bruce Metzger and Assistant City Attorney Steve Rabe present. The
following business was conducted:
APPROVAL OF MINUTES
Henry made a motion to approve the minutes for the August 30, 2001 meeting, second by Metzger and
the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department in the amount of$106,964.18 and moved for
approval, second by Metzger and the motion was carried on a voice vote.
REQUESTS
A. Goodwin read a letter from Police Chief Bill Shake requesting the promotion of
Probationary Officer Kelly Owens to 1st Class Patrol Officer. Metzger moved to approve,
second by Henry and the motion was carried on a voice vote.
B. Goodwin read a letter from Alice Lafuze Coordinator requesting a"Life Chain" be held on
October 7, 2001 from 2:00 p.m. to 3:00 p.m. The chain will be along the North side of
South"A" Street from the Courthouse east. Metzger moved to approve, second by Henry
and the motion was carried on a voice vote.
C. Goodwin read a request for a curb cut at 101 South 14th Street. The Public Works &
Engineering Department as well as the Police Traffic Division denied the request
because of having to back out on South"A"Street and poor visibility. Henry moved to
deny, second by Metzger and the motion was carried on a voice vote.
D. Goodwin read a letter from Captain Melody Truitt of the Richmond Police Department
requesting the donation of a doghouse to Habitat for Animals. The doghouse was
formerly used by the K-9 division; Sgt. Bob Lipps, and the department does not intend to
reuse the house. Metzger moved to approve, second by Henry and the motion was
carried on a voice vote.
CONTRACT
A. Fire Chief Mike Allen requested an addendum to Contract No. 87-2001, maintenance of
fire department vehicles. Henry moved to approve, second by Metzger and the motion
was carried on a voice vote.
PUBLIC HEARING ON VICIOUS DOG DECLARATION
A. Goodwin explained that Michael Farris suffered a severe dog bite on August 5th and this
meeting is to determine if the dogs are vicious and if they should be destroyed: The
following people spoke: Police Officers Andre Gordon,who witnessed the attack, Sgt.
Don Benedict and Joni Becker; Tanya Carter, the mother of Michael Farris represented
by her attorney Clyde Williams; Mary and Misty Hunt owners of the dogs; and Dawn
Norris,who assisted the child during the attack. Henry moved to declare the dogs
vicious, second by Metzger and the motion was carried on a voice vote. Henry moved to

declare the dogs destroyed, second by Goodwin and the motion was carried on a voice
vote with Goodwin and Henry voting in favor and Metzger against. The entire tape of the
hearing and all correspondence concerning this hearing are on file in the City Clerk's
Office.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote,the meeting was adjourned.
