Christy Municipal Building 320 East McCarty Street July 19, 2012 Committee Members Present: Attendance Ralph Bray 4 of 4 Bob Scrivner, Chairman 4 of 4 Bill Luebbert 4 of 4 Bob Weber, Vice Chairman 3 of 4 Committee Members Absent: Shawn Schulte 3 of 4 Staff Present: Roger Schwartze, PE, Director of Public Works Matt Morasch, PE, Interim Director of Public Works Eric Seaman, PE, Wastewater Division Director Ron Davenport, Building & Inspection Services Division Director Eric Barron, Senior Planner Drew Hilpert, Interim City Counselor Bill Lockwood, Executive Director, Parks, Recreation and Forestry Brenda Wunderlich, Administrative Assistant Chairman Scrivner called the meeting to order at 7:30 a.m. A quorum was present at this time. The following guests were present: Mo McCullough, Jefferson City Area Board of Realtors; Stanley Fast; Brenda Franken; and Jeff Aldeman, News Tribune. 1) Introductions Those present introduced themselves. 2) Approval of the June 21, 2012 Committee meeting minutes Councilman Luebbert moved and Councilman Weber seconded to approve the June 21, 2012 minutes, motion carried. 3) Citizen opportunity to address Council/Staff on Stormwater and Other Public Works Issues Ms. Franken spoke regarding a drainage issue at her properties at 606 and 602 Ellis Boulevard. She stated she has been in contact with Mr. Fontana who explained that the City would be putting in curb and gutter on Ellis Boulevard in the future which would help alleviate her stormwater problems. 4) Consent Items 1) Permissive Use of Right-of-Way for Yard Light at 630 Broadway Street (Stanley & Melva Fast, Requestor) (Roger Schwartze) Mr. Schwartze explained the request meets the City requirements. Staff suggests approval of the request. Minutes/Jefferson City Public Works and Planning Committee July 19, 2012 2 Councilman Weber moved and Councilman Bray seconded to approve the permissive use of right-of-way, motion passes. 5) Old Business 1) Curbs at Tree Wells on High Street (Carrie Carroll, Requestor) (Roger Schwartze) Mr. Schwartze explained Councilwoman Carroll had requested a solution for the tree wells due to vehicles doors hitting them. Letters were received from Central Bank and Sam Buschman in opposition to the request. There was discussion among Committee members and staff regarding the exposed aggregate and the mulch going into the street. The Committee chose to take no action this item. 6) New Business 1) Permissive Use of Right-of-Way for Signage at 811 Monroe Street (Angie McGennis, Requestor) (Roger Schwartze) Mr. Schwartze explained the applicant has requested this item be tabled to the August Committee meeting as they were unable to attend this morning. Councilman Luebbert moved and Councilman Bray seconded to table the request to the next Committee meeting, motion carried. 2) Westview Heights Sanitary Sewer Improvements (Eric Seaman/Roger Schwartze) Mr. Seaman explained the County is doing a storm water project and he would like to do a cooperative project with them in order to save money. Councilman Luebbert moved and Councilman Bray seconded to refer the request to the City Council with recommendation to approve, motion carried. 7) Other Topics There were no other topics discussed. 8) Adjourn Councilman Bray moved and Councilman Weber seconded to adjourn the meeting (7:53 a.m.), motion carried.
