SUCCESSOR COLLECTIVE BARGAINING AGREEMENT
BETWEEN
TOWN OF WATERTOWN
AND
TEAMSTERS, LOCAL 25
(DULY 1, 2013 — JUNE 30, 2016)
The Town of Watertown and Teamsters, Local 25 hereby agree, subject to appropriation
by the Town Council, to a three (3) year collective bargaining agreement effective July 1, 2013
through June 30, 2016 which shall contain the sarne terns and conditions as the parties' most
recent agreement, except as modified by the following:
1. ARTICLE 2, SECTION C, LEVEL 2 (GRIEVANCE PROCEDURE)
Insert the words "and the Superintendent or his designee" after the word "designee" in
second sentence.
2, ARTICLE 4, SECTION B (SALARIES)
Increase base wages as follows:
2.5% - Effective July 1, 2013
2.5% - Effective July 1, 2014
2.5% Effective July 1, 2015
3. ARTICLE 6, SECTION H (OVERTIME)
Add new Section H entitled "SNOW AND ICE LIST" to read as follows:
"The Department of Public Works shall post a sign-up sheet in raid -October for
employees who are interested in working snow and ice / snow plowing / de-icing. This
list shall be used as a first call to employees based on the number of employees needed
for specific tasks.
Call in shall follow the guidelines of seniority within the Highway Department first,
followed by call in based on the proposed list again following seniority. If additional
staff is necessary the remaining employees who have not signed the snow and ice list
shall be called in, in order of seniority.
The concept behind this snow and ice list is to improve the departments effectiveness as
well as response time to providing services to the community by eliminating multiple
calls to employees who are either not available or are unable to work snow and ice
events.
This list shall be posted in mid -October and can be modified (added to) on a daily basis
by the employee coordinating with the Highway Supervisor. If an employee has not
signed the snow and ice sheet and decides he or she desires to work the predicted snow
storm, the employee can inform the Highway Supervisor of his or her availability during
the Highway Supervisor's normal working hours prior to or, if applicable, the day of the
event. This employee shall be placed on the list for the specific event and called in based
on seniority of the proposed snow list."
4. ARTICLE 6, SECTION A (OVERTIME RATES)
Effective upon ratification of this Agreement, replace current second paragraph with the
following:
"An employee who works in excess of sixteen (16) consecutive hours performing snow
and ice duties will be paid at the rate of double time for the time worked in excess of
sixteen (16) consecutive hours. If an employee is being paid at the rate of double time
and continues to work into his next shift, the employee will continue to be paid double
time until the continuous work period ends and he is relieved 'of duty."
5. ARTICLE 6, SECTION F (OVERTIME MEAL ALLOWANCE)
Effective upon ratification of this Agreement, increase meal allowance to $12.00.
6. ARTICLE 8, SECTION 9 (SICK LEAVE)
Add new Section 9 as follows:
"It is understood and agreed that once sick time is used by an employee, including
donated sick leave, it cannot later be bought back by the employee."
7. ARTICLE 9 (SICK LEAVE BUYBACK)
Effective July 1, 2013, increase sick Ieave buyback cap to $4,000.
8. ARTICLE 11, SECTION 9 (HOLIDAYS)
Add new Section 9 to read as follows:
"When Christmas falls on a Thursday, the following day, Friday, will be a holiday."
9. ARTICLE 12, SECTION A (DIFFERENTIAL PAY)
Effective July 1, 2013, increase differential pay to $1.75 per hour,
10. ARTICLE 17 (HEALTH INSURANCE)
Replace existing language with the following:
"For information concerning employee health insurance coverage, see agreement
between the Town of Watertown and the Watertown Public Employee Connnittee."
11. ARTICLE 19 (DRIVER'S LICENSE)
Delete obsolete last sentence: "The parties agree to address the issues involved in
implementing the DOT drug testing regulations as a separate matter"
12. ARTICLE 29 (LONGEVITY)
Effective July 1, 2014, increase longevity amounts as follows:
5-9 year level
$100.00
10-14 year level
$100.00
15-19 year level
$100.00
20-24 year level
$100.00
25+ year level
$300.00

13. ARTICLE 29 (LONGEVITY)
Add the words "live paper" before the word "check" in second paragraph.
14. ARTICLE 34 (DURATION)
Update section to reflect three (3) year agreement.
15. OSHA 10 SAFETY TRAINING CERTIFICATION
For those employees who have not yet received their OSHA 10 Safety Training
certification, the Town shall issue a one time paynent of $300.00 to all such employees
upon their receipt of said training. In order to be eligible to receive said payment, an
employee must receive the certification no later than December 31, 2014.
16. GROUP LEGAL SERVICES FUND
Effective upon ratification of this Agreement, the Town agrees to deduct froze the wages
of those employees who elect to participate in the Union's Group Legal Services Fund
the amount that said employee has authorized to be so deducted and to remit same to the
Group Legal Services Fund each payroll period that the participating employee has wages
due.
17. WAGE REOPENER
If the Town of Watertown voluntarily agrees to provide any collective bargaining unit
under the jurisdiction of the Town Manager a base wage increase covering the period of
July 1, 2013 to June 30, 2016 that is greater than the base wage increase provided for
under the provisions of this Agreement, the Town agrees to reopen this Agreement upon
the Union's request solely for the purpose of discussing the subject of base wages,
