Christy Municipal Building 320 East McCarty Street April 21, 2011 Committee Members Present: Attendance Bob Scrivner, Chairman 2 of 2 Dave Griffith 2 of 2 Bill Luebbert 2 of 2 Shawn Schulte 2 of 2 Bob Weber, Vice Chairman 2 of 2 Staff Present: Charles Lansford, Interim Director of Community Development Janice McMillan, Deputy Director for Planning and Transportation Eric Barron, Senior Planner Matt Morasch, Deputy Director for Public Works David Bange, Engineering Division Director Britt Smith, Streets/Parking Division Director Don Fontana, Stormwater Engineer Drew Hilpert, Associate City Counselor Nathan Nickolaus, City Counselor Steve Rasmussen, City Administrator Brenda Wunderlich, Administrative Assistant Chairman Scrivner called the meeting to order at 7:30 a.m. A quorum was present at this time. There following guests were present: James S. Anderson and Robert B. Nilges, 1216 Lee Street; Charles Hoelscher, Mid-America Signs; and Jane Beetem, East Side Business Association. 1. Introductions Those present introduced themselves. 2. Approval of the April 1, 2011 Committee meeting minutes Councilman Griffith moved and Councilman Weber seconded to approve the minutes of the April 1, 2011 meeting, motion carried. 3. Business 1. Neighborhood Improvement Project Request from 1993 for Lee Street (Robert Nilges – Requestor) (Matt Morasch) Mr. Bange stated the estimated cost for this request was $91,849.00, which includes widening the existing pavement, an enclosed stormwater system and a hammer head turnaround. There was discussion among Committee members, staff and Mr. Nilges regarding neighborhood improvement criteria, cost and prioritizing requests. Councilman Weber moved to refer the neighborhood improvement project for Lee Street to the City Council with recommendation to approve. Motion died for a lack of second. 2. Establishing a Maintenance Sepulcher and Cemetery Resources Board (Drew Hilpert) Minutes/Jefferson City Public Works and Planning Committee April 21, 2011 2 Mr. Hilpert explained the ordinance creates a citizen board to oversee the maintenance contract of the City cemeteries. There was discussion among Committee members and staff regarding the location of the cemeteries, burial spaces available, and fund raising for maintenance. Councilman Griffith moved and Councilman Weber seconded to refer the ordinance to the City Council with recommendation to approve, motion carried. 3. Sign Code Amendments (Drew Hilpert/Janice McMillan) i. Electronic Signs Mr. Hilpert explained electronic signs are currently prohibited in the City. This would allow them in C-2, M-1 and M-2 zoning districts. There was discussion among Committee members, staff and Mr. Hoelscher regarding number of signs, message display timing, and illumination. Council Griffith moved and Councilman Schulte seconded to refer the amendment for electronic signs to the City Council with recommendation to approve, motion carried. ii. Sign Violation Notice Mr. Hilpert explained this amendment gives three day notice rather than the ten days by certified mail and also adds an appeal process for violations. Councilman Schulte moved and Councilman Weber seconded to refer the amendment for sign violation notice to the City Council with recommendation to approve, motion carried. Councilman Schulte moved and Councilman Weber seconded to change the order of the agenda and place Item 6 next, motion carried. 6. Other Topics  East Side Business Association Beautification Projects (Jane Beetem) Ms. Beetem explained projects the East Side Business Association are working on, including plantings and landscaping projects to improve the east side. Councilman Weber moved and Councilman Griffith seconded to have staff work with the East Side Business Association on the beautification projects, motion carried. 3. Sign Code Amendments (Drew Hilpert/Janice McMillan) (continued) iii. On-Premise Signs Ms. McMillan explained this amendment would change the allocation of signage using the street frontage to alternatives ways such as using façade, etc. There was discussion among Committee members and staff regarding the amount of signage allowed, zoning district restrictions, and the minimal amount of signage in residential districts. Minutes/Jefferson City Public Works and Planning Committee April 21, 2011 3 Chairman Scrivner requested Committee members review the amendment and this item be placed on the May Committee agenda for further discussion. 4. Milling and Overlay Plan (Britt Smith) Mr. Smith explained staff requests the Committee approve the list of streets staff has prioritized to be overlaid. There was discussion among Committee members and staff regarding streets on the plan and funding for milling and overlay projects. Councilman Weber moved and Councilman Luebbert seconded to approve the 2011 milling and overlay list as presented, motion carried. 5. Government Efficiency Review Panel Mr. Nickolaus explained the Old Town Committee recommended the formation of a group to handle complaints. The group is the Board of Adjustment members and they will review allegations and make recommendations to the City Administrator. There was discussion among Committee members and staff regarding how the panel would work , City codes as well as State and Federal standards. Committee members suggested staff give a presentation on ADA compliance to the Home Builders Association. Mr. Rasmussen explained the creation of this group is very important as it was a recommendation of the Old Town Committee. Councilman Griffith moved and Councilman Weber seconded to amend the draft ordinance that the Government Efficiency Review Panel will only review issues raised by City staff or individual citizens, motion carried. Committee members tabled this item to their May Committee meeting. 4. Consent Items There were no consent items discussed. 5. Citizen opportunity to address Council/Staff on Stormwater Issues There was no one present to speak on this issue. 6. Other Topics (continued)  Chairman Scrivner requested staff to review the issue of diagonal parking versus parallel parking, especially in the area of Jefferson and Monroe Streets.  Councilman Schulte requested additional information on the floodway maps. 7. Adjourn Councilman Weber moved and Councilman Schulte seconded to adjourn the meeting at this time (9:42 a.m.), motion carried.
