B. WRITTEN DECLARATION
1. Ko Johnston Citation No. T2111227004
Commissioner Stratis made a motion to uphold the citation, seconded
by Commissioner Baudendistel and unanimously carried.
Citation No. T2111227004 was upheld.
2. Kristine Toh Citation No. T3120115006
Commissioner Shen made a motion to uphold the citation, seconded by
Vice Chairman Nimri and unanimously carried.
Citation No. T3120115006 was upheld.

8. NEW BUSINESS
A. REQUEST TO REMOVE THE ALL -DAY PARKING RESTRICTIONS IN
DISTRICT PARKING LOT 3 AND INSTALL A 2 -HOUR PARKING LIMIT.
Public Safety Officer provided the staff report to the Commission.
Betty Ren, 9608 Las Tunas — Ms. Ren stated that she is losing business
during lunch hours because her customers cannot find any available parking
spaces. Since the parking restrictions were changed in the parking lot
behind Green Island Restaurant, the employees from Tea Station, HSBC
Bank, Jade Escrow and other businesses park all day in the parking lot
behind A Golden House Restaurant.
Colleen Huson, 5812 Camellia — Ms. Huson stated that she believes there is
sufficient parking in the parking lot and was opposed to changing the
restrictions in the parking lot.
Lee Jung Ran, 5822 Temple City — Ms. Ran stated that she owns the dry
cleaning business on Temple City Blvd. and has the same concerns as Ms.
Ren regarding the parking lot. Ms. Ran's customers have complained to her
about not being able to find a parking spot. Ms. Ren supported the request
to change the parking restrictions.
John R. Spielmann, 9628 Las Tunas — Mr. Spielman stated that he is the
property owner for the Temple City Bike Shop. The bike shop employees
park in the parking lot behind the restaurant. He is opposed to the changing
the restrictions and recommended changing the restrictions in half of the
parking lot.

Rachel Kao, 9604 Las Tunas — Ms. Kao stated that she is an employee at
Jade Escrow and is opposed to changing the parking restrictions. The
employees for Jade Escrow park all day in the parking lot. When the
employees return from lunch the all day parking stalls are full and they park
in the 2 -hour parking stalls. Ms. Kao also submitted a petition of those in
opposition to changing the parking restrictions.
Raymond Wong, 9600 -04 Las Tunas — Mr. Wong stated that he is the
property owner of 9600 -9604 Las Tunas. He is opposed changing the
parking restrictions because the employees for the surrounding businesses
use the parking lot.
Happy Smile Dental, 9600 Las Tunas — The Dentist stated that he is
opposed to changing the restrictions because his patients are in his office
longer than two hours.
Jennifer Jen, 9604 Las Tunas — Ms. Jen stated that she is an employee at
Jade Escrow and is opposed to changing the parking restrictions. She stated
that if the parking restrictions are changed, the employees for the
surrounding businesses would park on the residential streets in the
neighborhood.
Peter Chi, 5828 Temple City — Mr. Chi stated that he is opposed to changing
the parking restrictions. Mr. Chi also stated that since A Golden House
Restaurant and Green Island Restaurant came to the City, several people
park in his private parking lot during lunch hours because there are no
parking spaces in the City parking lot.
Linh Luu, 9658 Las Tunas — Ms. Luu stated that she is the owner of Color
Nails Boutique and is opposed changing the parking restrictions because she
and her employees parking in the all day parking stalls.
Terri Cheong, 9616 Las Tunas — Ms. Cheong stated that she is the owner of
Kang Kang Food Court and when she opened her business, they did not
have the parking problems that exist today. She stated that she has the
same concerns as Ms. Ren and recommends that the City build a parking
structure.
Mary Kokayko — Ms. Kokayko stated that there are available parking spaces
in other lots but nobody wants to walk to their destination. She also believes
the City added to the problem by approving the restaurants. She is opposed
to the changes because they will not solve the problem.
Linda Sparkles (via email) — Ms. Sparkles was unable to attend the meeting,
but sent staff an email stating that she was opposed to changing the parking
restrictions.

The Commission held a discussion regarding the request to change the
parking restrictions in the City parking lot. Vice Chairman Nimri made a
motion to deny the request to remove the all day parking restrictions in
District Lot 3 and install a 2 -hour parking limit, seconded by Commission
Stratis and unanimously carried.
Vice Chairman Nimri made motion to amend and adopt Resolution No. PSC
12 -0006 denying the request, seconded by Commissioner Shen and
unanimously carried.
B. OVERNIGHT PARKING PERMIT HARDSHIP APPEAL FOR 5839 CAMELLIA
AVENUE
Public Safety Officer Ariizumi provided the staff report to the Commission.
Commissioner Baudendistel made a motion to approve the request for two
permits for 5839 Camellia Ave., seconded by Vice Chairman Nimri and
unanimously carried.
9. COMMUNICATIONS
• Public Safety Officer Ariizumi informed the Commission about the Neighborhood
Watch meeting on February 15 and the Business Watch meeting on February 16.

10. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Shui -Lien Huang, 5843 Camellia — Ms. Huang's statement was translated by
Commissioner Shen. Ms. Huang stated that she had some issues regarding
excessive noise at Kang Kang Food Court. Public Safety Officer Ariizumi
recommended that Ms. Huang talk to Associate Planner Liu in City Hall.
