CALL TO ORDER Chairman Clift called the Public Safety Commission meeting to order at 7:30 p.m. 2. ROLL CALL — PRESENT: Commissioner — Baudendistel, Shen, Stratis, Nimri, Clift ABSENT: Commissioner — None EXCUSED: Commissioner — None ALSO PRESENT: Public Safety Officer Ariizumi 3. PLEDGE OF ALLEGIANCE Chairman Clift led those present in the Pledge Allegiance to the Flag. 4. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA • 5. CONSENT CALENDAR Commissioner Shen made a motion to approve the Consent Calendar, seconded by Commissioner Stratis and unanimously carried. A. APPROVAL OF MINUTES — Regular Meeting of March 28, 2012 6. PARKING / ADMINISTRATIVE CITATION HEARINGS A. HEARING IN PERSON 1. Adnishehjoo Sahar Citation No. T2120203007 Commissioner Stratis made a motion to dismiss the citation, seconded by Commissioner Shen and unanimously carried. Citation No. T2120203007 was dismissed. 2. Jeffrey Chen Citation No. T3120113032 Vice Chairman Nimri made a motion to dismiss the citation, seconded by • Commissioner Shen and unanimously carried. The administrative hearing was continued to the April 25, 2012 Public Safety Commission meeting. Citation No. T4120107001 was continued. 4. Son Phuoc Le Citation No. T2120202018 Commissioner Baudendistel made a motion to dismiss the citation, seconded by Vice Chairman Nimri and unanimously carried. Citation No. T2120202018 was dismissed. B. WRITTEN DECLARATION 1. Fon Phan Citation No. T2120126026 Commissioner Stratis made a motion to uphold the citation, seconded by Commissioner Baudendistel and carried by the following roll call vote: AYES: Commissioner — Baudendistel, Shen, Stratis, Clift NOES: Commissioner — Nimri ABSENT: Commissioner — None ABSTAIN: Commissioner — None Citation No. T2120126026 was upheld. 2. UNFINISHED BUSINESS - None 8. NEW BUSINESS A. REQUEST TO REMOVE THE 2 -HOUR PARKING RESTRICTIONS IN TWO (2) PARKING STALLS IN DISTRICT PARKING LOT 2A TO INSTALL A 30- MINUTE PARKING TIME LIMIT Public Safety Officer provided the staff report to the Commission. " PUBLIC SAFETY COMMISSION MINUTES Page 3 April 11, 2012 Sally and Tiffany Liang (Wa Wa Market), 9548 Las Tunas  Ms. Liang stated that they are losing customers because of a lack of short term parking in the parking lot behind their store. Customers have complained about the difficulties in locating a parking space. Ms. Liang believes the 30- minute parking spaces will benefit other businesses in the area with short-term parking needs. They asked for the same consideration given to Green Island Restaurant when their request for 2 -hour parking was approved. Jae Soon Yi (Baek's Hair Salon), 5850 Cloverly  Asked why the entire parking lot is being converted to a 30- minute parking time limit. Public Safety Officer Ariizumi informed the Commission and audience that only two (2) parking spaces are being requested to be changed. Ms. Yi did not have any further issues regarding the parking lot. Wendy Pan (Tea Station), 9578 Las Tunas  Ms. Pan was under the impression that the entire parking lot was being changed to 30- minute parking. In light of the clarification of the request, Ms. Pan's position has changed. She added that when her business opened, they were fully aware of the parking situation in the parking lot. She also had concerns about future businesses requesting short-term parking time limits. Ms. Pan believes that customers will shop at other stores in the area and have a need for longer term parking. Mimi Hair Salon (Jen), 9530 Las Tunas  Jen was under the impression that the entire parking lot was being changed to 30- minute parking. In light of the clarification of the request, Jen requested that the Commission deny the request and keep the restrictions the same. D.Y. Chao (Chaos Inc.), 9550 Las Tunas  Mr. Chao stated that the parking lot is not big enough for the businesses and is requesting that the City create additional parking for the businesses and customers. Written statements from John Ridgel's Academy of Beauty and Holly Nails were submitted to the Commission, objecting to the changes. Sarina Hu (Isis & I), 9574 Las Tunas  Ms. Hu stated that there is not enough parking spaces in the parking lot. Ms. Hu's customers complain to her about the 2 -hour parking time limit not being long enough to shop. Ms. Hu recommended that the City wait until the Downtown Parking Study is completed before making any changes. The Commission held a discussion regarding the request to change the parking restrictions in the City parking lot. Commissioner Baudendistel made a motion to amend and adopt Resolution No. PSC 12 -0007, denying the request to remove the 2 -hour parking restrictions in two (2) parking spaces in " PUBLIC SAFETY COMMISSION MINUTES Page 4 April 11, 2012 District Lot 3 and install a 30- minute parking time limit, seconded by Commissioner Stratis and carried by the following roll call vote: AYES: NOES: ABSENT: ABSTAIN: Commissioner  Baudendistel, Stratis, Nimri Commissioner  Shen, Clift Commissioner  None Commissioner  None 9. MATTERS FROM CITY OFFICIALS Public Safety Officer Ariizumi informed the Commission about the Sheriff's Department Community Academy and the Area 11 Neighborhood Watch meeting on April 13 at Bethlehem Lutheran Church. 12. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. COMMISSIONER BAUDENDISTEL  None B. COMMISSIONER SHEN  None C. COMMISSIONER STRATIS Commissioner Stratis thanked staff and the Sheriff's Department for hosting the neighborhood watch meeting in his area. He also asked if staff could encourage participants to use the child care offered during the neighborhood watch meetings. D. VICE CHAIRMAN NIMRI Vice Chairman Nimri thanked staff for quickly replacing a faded No U -Turn sign in front of Home Depot. Vice Chairman Nimri stated that the No Back -In / Pull- Through Parking signs in the K -Mart parking lot are faded and should be replaced. E. CHAIRMAN CLIFT Chairman Clift asked when the illuminated street signs would be replaced. Public Safety Officer Ariizumi informed the Commission that the signs will be replaced with high - reflective signs when the new City logo is finalized.
