March 9, 2010 7:00 P.M. Greencastle City Hall
Call to Order; Roll Call
A. Mayor Murray called the regular meeting of the Common Council to order at 7:00 PM;
upon roll call by Deputy Clerk Treasurer Pam Pierce the following council members
were accounted for: Adam Cohen, Mark Hammer, Phyllis Rokicki and Jinsie
Bingham, present and T.J. Smith; absent.

A. Relay For Life — April 24 and 25, 2010
1. Tyler Archer present for this request. Notified public that April 24 and 25 will be
Relay for Life at Blackstock stadium.
B. DePauw Dash, April 10, 2010 at 9:00 AM - DePauw College Republicans
1. DePauw University Republican's hosting event on April 10 beginning at 10:00 AM
a 5 K run /walk to raise funds for adopted U.S. soldier. This is a request for a
"rolling street closure ". Motion to approve this request by Jinsie Bingham,
second by Mark Hammer, unanimous approval.
2. Commencement — DePauw University
C. DePauw University — Commencement Exercises — May 21 and May 23, 2010.
1. Requesting street barricades as follows on May 23, 2010
a. Simpson Str. from Locust to Spring Str. — 7:00 AM — 5:00 PM
b. College St at Olive diverted for a short period of time — 11:30 AM — 1:00
PM.
c. Hanna Str. from Locust to College St. diverted for a short period of time
— 11:30 AM to 1:00 PM
2. Requesting street barricades as follows on May 21, 2010
a. Simpson Str. from Locust to Spring - 7:00 AM — 5:00 PM
b. College Str. at Olive diverted for a short period of time — 10:00 AM —
10:30 PM
c. Hanna Str. from Locust to College Str. diverted for a short period of
time — 11:00 AM to 11:30 PM
d. Motion by Mark Hammer to approve as requested, second by Phyllis
Rokicki, 4 -0 motion carried.
D. Farmers Market — June 5 through October 15, 2010
1. Cathryn Ensley present for this Street Closure Request — Closure of Franklin
Street on North side from 7:00 AM to 1:00 PM each Saturday. Motion by Phyllis
Rokicki to approve this request as presented, second by Mark Hammer, 4 -0,
motion approved.
E. Chief's Restaurant — Street Closure Request for June 18, 2010
1.
1. Indy New, Assistant Manager present for this request. Asking for Franklin Street
between Indiana Street and one block east to be closed for 2 nd Anniversary
Street Fair from 8:00 AM to 8:00 PM. Also requesting Beer Garden approval from
Council; Motion by Phyllis Rokicki to approve street closure only, second by Mark
Hammer, 4 -0, motion carried. Discussion of beer garden to come back at a later
date.
F. Pre -Relay for Life —April 2, 2010 from 9:OO,PM to 2:00 AM —The Duck
1. Tyler Archer also present for this request for a noise ordinance waiver. Music will
be medium to low on the patio. Motion by Jinsie Bingham to approve as
requested, second by Mark Hammer, 4 -0, motion carried.

1. Norman reported that Youth Summit had a good response.

1. Hardwick reported draft on sidewalk project cost sharing program for community.
V. Approval of Minutes
A. Regular Meeting February 9, 2010
1. Motion by Adam Cohen to approve with correction to spelling of Hermes Gryllon,
second by Phyllis Rokicki, 4 -0, motion carried.

1. Ordinance 2009 -13, An Ordinance Establishing A Section 9 -49 of the
Greencastle City Code Creating A Grease Interceptor/Trap Policy, Second
Reading
B. Ordinance 2010 -2, An Ordinance Amending Ordinance 2009 -11, An Ordinance
Establishing the Size of the Departments of City Government Of The City of
Greencastle, Indiana, Fixing Salaries For The employees Of Such Departments And
Fixing The Salaries of Certain Other Appointed Officials For the Year 2010, Second
Reading
1. Motion by Phyllis Rokicki to approve on second reading, second by Mark
Hammer, 4 -0, motion carried.
VII. New Business
A. Resolution 2010 -1, A Resolution Establishing City of Greencastle, Indiana, USA As
A Friendship City with Quingjiang City in China
1. Motion by Mark Hammer to approve this Resolution, second by Jinsie Bingham,
4 -0, motion carried.

A. Mayor's Report
1. Mayor Sue Murray reported Civic League to share with planting downtown.
Thursday Board of Works meeting; first round of Stimulus money to be received.
B. Clerk- Treasurer's Report
C. Councilors
1. Adam Cohen — DePauw field event this weekend. Special Olympics this
weekend at DePauw.
2. Jinsie Bingham — reported Civic League selling purple and white petunias. Also,
Dancing with the Stars will feature Chief Tom Sutherlin.
3. Mark Hammer reported Mike Rokicki Scholarship is coming up soon.

A. Motion by Jinsie Bingham to adjourn at 8:00 PM, second by Mark Hammer, motion
carried.
