Driscoll, Town Manager Date: March 22, 2018 RE: Agenda Item—Proposed Loan Order As you recall, on January 23, 2018 the Proposed Fiscal Year 2019-2023 Capital Improvement Program (CIP)was submitted pursuant to the provisions of the Watertown Home Rule Charter and the Town Council Resolution on the Fiscal Year 2019 Budget Process. The Council's Committee on Budget and Fiscal Oversight met several times thereafter developing conceptual recommendations for presentation to the Honorable Town Council for their review and adoption. On March 15, 2018, the Honorable Town Council adopted twenty-seven(27) conceptual recommendations on the Fiscal Year 2019-2023 CIP. One of the conceptual recommendations reads in part as follows: 6. Proceed with the FY18 proposed loan order for $1,300,000 for North Fire Station Improvements. As a follow-up to that conceptual recommendation, attached please find email correspondence from Raeleen F. Bandini, Purchasing Agent,regarding the results of the bid opening for the North Fire Station Renovation Project along with the on-call architect's recommendation to award to the low bidder. Therefore, given all of the above, I respectfully request the attached Proposed Loan Order of $1,242,443 be placed on the March 27, 2018 Town Council Agenda as a First Reading. Municipal Advisory Group 54 Canal Street, Suite 320 Boston, Massachusetts 02114 Dear Peter: (Town of Watertown—North Fire Station Renovations Loan Order) As requested I suggest the following form of loan order to approve the borrowing of funds to renovate the North Fire Station: Ordered: that $1,242,443 is appropriated to pay costs of renovating North Fire Station (Station#3), which renovations shall include, but not be limited to, expanding the bay to accommodate the recently ordered new fire truck, replacing windows, and the making of various roof, plumbing, heating, HVAC and electrical repairs, including the payment of all other costs incidental and related thereto, and that to raise this appropriation the Town Treasurer,with the approval of the Town Manager, is authorized to borrow$1,242,443 under M,G,L, c. 44, §7(l), or any other enabling authority, and to issue bonds or notes of the Town therefor, Any premium received by the Town upon the sale of any bonds or notes approved by this vote, less any such premium applied to the payment of the costs of issuance of such bonds or notes, may be applied to the payment of costs approved by this vote in accordance with Chapter 44, Section 20 of the General Laws, thereby reducing the amount authorized to be borrowed to pay such costs by a like amount. The order must be published at least 5 days prior to the holding of a public hearing with respect to the order and its final passage and requires at least a two-thirds vote of all members of the Town Council, as in the case of any other loan order for bonds. You will note that Seaver Construction is the low bidder with its bid price of$1,089,494.00. The project will carry a contingency of 10%in the amount of$108,949 and the construction administration fee of$44,000.00 for a total project funding request of$1,242,443.00. Both architects said that they would be more than happy to work with Seaver Construction again. Roy Brown Architects had both pros and cons about the criteria listed above on two separate school projects that they worked with Seaver Construction on. They concluded that Seavers' poor score GI ENAPP was based on two "tough projects" and "tight time frames." There was one bad reference from Beacon Architects who worked with Seaver Construction on a DESIGN Umass Lowell project. The university reported that they were disappointed with Seaver's ARCHITECTURE performance. Gienapp Design worked on a$400,000 project with Seaver Construction. Seaver's quality of work on the project was satisfactory; however, they did not adhere to the project schedule and ran significantly past substantial and final completion. There was one warranty issue that Seaver responded to quickly and corrected the work immediately. Given the three good references, we see no reason not to hire Seaver Construction for the North Fire Station Renovation project; however, additional on-site supervision may be recommended to ensure that the schedule and overall performance meets the towns expectations.
