The following guests were present: Councilman Rich Koon; Councilwoman Carrie Carroll; Robert Nilges; James Andresen; Helen Ridgon, MRRL; Becky Bocklage, Southside Munichburg CID; and Madeleine Leroux, News Tribune. 1. Introductions Those present introduced themselves. 2. Approval of the July 21, 2011 and August 18, 2011 Committee meeting minutes Councilman Griffith moved and Councilman Schulte seconded to approve the July 21 and August 18, 2011 minutes as submitted, motion carried. 3. Business 1. Downtown Residential Parking (Britt Smith) Mr. Hilpert explained the downtown residential parking incentive permit. The program would allow people living downtown to park at any metered spot without paying the meter. The ordinance was reviewed by the Traffic and Transportation Commission and their recommendations were included in the revised draft ordinance, with the exception of keeping the parking fee. There was discussion among Committee members, staff and those present regarding funding for the parking fees, time limits, exempting parking spaces on Adams Street, and encouraging residential living downtown. Minutes/Jefferson City Public Works and Planning Committee September 22, 2011 2 Councilman Griffith moved and Councilman Weber seconded to forward the Downtown Residential Permit Parking Program to the City Council with recommendation to approve. Councilman Griffith moved and Councilman Weber seconded to amend the motion to state no cost to the residents for the five years. The amendment to the motion passed 3-2 with the following votes: Aye: Griffith, Luebbert, Weber Nay: Schulte, Scrivner Councilman Luebbert moved and Councilman Griffith seconded to amend the motion to include the 200 block of Adams Street in Sec. 22-266. Limitation on Parking, the amendment to the motion passed unanimously. Councilman Schulte moved and Councilman Griffith seconded amend the motion to eliminate Downtown Residential Parking Incentive for parking in metered spaces Monday through Saturday from 8:00 a.m. to 5:00 p.m. during business hours. This amendment to the motion and second was withdrawn by Councilman Schulte and Councilman Griffith. The original motion as amended to state no cost to the residents for the five years and include the 200 block of Adams Street as no authorized parking, passed 4-1 with the following votes: Aye: Griffith, Luebbert, Scrivner, Weber Nay: Schulte *Councilman Griffith left the meeting at this time (8:25 a.m.). 2. Vineyard Square, Broadway Street and Lee Street Neighborhood Improvement Project petitions (Matt Morasch) Mr. Morasch requested the Committee consider and make recommendations to the full Council concerning the pending neighborhood improvement petition projects. There was discussion among Committee members, staff and those present regarding when petitions were received, the cost, number of owner occupied properties, overall effect of the projects and amendments to the NIP ordinance, including property owner cost per foot. Councilman Schulte moved and Councilman Weber seconded to move the Broadway Street Neighborhood Improvement Project to the City Council with recommendation to approve, motion carried. Councilman Griffith was absent from this vote. Chairman Scrivner requested Mr. Smith contact Mr. Nilges regarding a problem with the turning area for Allied Waste’s trucks. Chairman Scrivner moved and Councilman Schulte seconded to accept the Vineyard Square NIP project subject to funds availability in the 2012 budget year, motion carried. Councilman Griffith was absent from this vote. Councilman Luebbert moved and Councilman Weber seconded to reject the Lee Street NIP project, motion carried. Councilman Griffith was absent from this vote. Committee members requested the Law Department draft a rewrite of the ordinance for the Committee to review. New Transit Routes Discussion (Richard Turner) Mr. Turner gave a presentation explaining the new 40 minute route changes. There was discussion among Committee members and staff regarding the number of riders and possible cost savings. 4. Moreau View Sewer Project Update (Eric Seaman) Mr. Seaman explained there is a critical easement necessary to get the project done. There was discussion among Committee members and staff regarding the necessary easement, raw sewage spilling onto properties, cost of the easement, and possible condemnation. 5. Intersection of High and Main Street Discussion (David Bange) Mr. Bange displayed images of what a roundabout would look like at this location. There was discussion among Committee members and staff regarding the cost and the number of accidents at this location. 6. Building Permit Fees for New Parking Lots (Janice McMillan) Ms. McMillan stated the Home Builders Association of Central Missouri (HBA) has requested an amendment to the building permit fees to include a new fee structure for miscellaneous projects not involving the construction of any permanent resident or commercial structure, such as parking lots, parking lot expansions, and landscaping improvements. Councilman Weber moved and Councilman Schulte seconded to refer the amendment to the City Council with recommendation to approve, motion carried. Councilman Griffith was absent from this vote. 7. Livable Streets Draft Policy Distribution (Janice McMillan) Ms. McMillan distributed a draft policy for the Committee to review and discuss at their next meeting. 4. Consent Items 1. Vacation of Right-of-way on Spruce Street (David Bange) 2. Vacation of Sanitary Sewer on Hayselton Drive (Eric Seaman) Councilman Schulte moved and Councilman Weber seconded to refer the vacation of right-of-way on Spruce Street and the vacation of sanitary sewer on Hayselton Drive to the City Council with recommendation to approve, motion carried. Councilman Griffith was absent from this vote. 5. Citizen opportunity to address Council/Staff on Stormwater Issues There was no one present to speak on this issue. 6.
