The Common Council of the City of Richmond,Indiana met in a Regular Meeting,October
4,2021 in the Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR ENGLE
President Parker called the meeting to order and the following business was conducted.
Councilor Goss moved to add Ordinance No.44-2021 to the Agenda and delete Ordinance
No.45-2021, supported by Councilor Cappa. Upon a voice vote,the motion carried.
ROLL CALL
Present were Councilors Doug Goss,Lucinda Wright,Bill Engle,Jeff Cappa,Gary Turner,
and Larry Parker. Absent were Jeffrey Locke,Jane Bumbalough and Ron Oler.
Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City
Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Beth Fields, Infrastructure and
Development; Tony Foster, General Manager of Richmond Power and Light; Rick Funk,
Wilco; Pat Smoker, Director of the Sanitary District; Traci McGinnis, Deputy Controller;
and, Media.
APPROVAL OF MINUTES
Councilor Engle moved to approve the minutes of the regular meeting held September
20, 2021, supported by Councilor Cappa.Upon a vote viva voce,the motion carried.
PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND
INTRODUCTIONS,MOTIONS,RESOLUTIONS
A. RESOLUTION NO. 9-2021 - A RESOLUTION ESTABLISHING THE POLICY BY
WHICH MEMBERS OF THE RICHMOND COMMON COUNCIL MAY
PARTICIPATE BY ELECTRONIC MEANS OF COMMUNICATION
The Clerk read Resolution No. 9-2021 by title only.
Councilor Turner moved to approve,supported by Councilor Goss. Upon a vote viva voce,
the motion carried.

ORDINANCES ON FIRST READING
Councilor Goss moved to suspend the rules and read Ordinance Nos.44,46,47&48-2021
on first reading by title only, supported by Councilor Engle. Upon a vote viva voce, the
motion carried.
ORDINANCE NO. 44-2021 — A GENERAL ORDINANCE AMENDING SECTION
91.02 OF THE RICHMOND CITY CODE(Animals)
The Clerk read Ordinance No. 44-2021 on first reading by title only.
Ordinance No.44-2021 was referred to the Safety Committee for due diligence.
ORDINANCE NO. 46-2021 —AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPROPRIATION OF A GRANT FROM
THE INDIANA DEPARTMENT OF NATURAL RESOURCES (Weir Dam)
The Clerk read Ordinance No. 46-2021 on first reading by title only.
Councilor Goss moved to advance to second reading and public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by Councilor
Engle. Upon a vote viva voce,the motion carried.
Councilor Goss called for the question, supported by Councilor Engle. Upon a roll call
vote, Ordinance No.46-2021 was adopted 8-0.

ORDINANCE NO. 47-2021 - AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL, ACCEPTANCE AND APPRPPRIATION OF A GRANT FROM
THE UNITED STATES FISH AND WILDLIFE SERVICE(Weir Dam)
The Clerk read Ordinance No. 47-2021 on first reading by title only.
Councilor Goss moved to advance to second reading and public hearing. There being no
comments for or against, Councilor Goss moved for engrossment, supported by Councilor
Turner. Upon a vote viva voce,the motion carried.
Councilor Goss called for the question, supported by Councilor Engle. Upon a roll call
vote, Ordinance No.47-2021 was adopted 8-0.
ORDINANCE NO. 48-2021 — AN ORDINANCE AMENDING ORDINANCES 46-
2020, 47-2020, 48-2020 AND 49-2020 (COLLECTIVELY SALARY ORDINANCES)
DUE TO EMERGENCY CIRCUMSTANCES
The Clerk read Ordinance No. 48-2021 on first reading by title only.
Ordinance No.48-2021 was referred to the Safety Committee for due diligence.
ORDINANCES ON SECOND READING
ORDINANCE NO. 38-2021 —AN APPROPRIATION ORDINANCE TO BE KNOWN
AS THE 2022 BUDGET
The Clerk read Ordinance No. 38-2021 on second reading by title only.
Councilor Goss moved for engrossment, supported by Councilor Engle. Upon a vote viva
voce,the motion carried.
Councilor Goss called for the question, supported by Councilor Engle. Upon a roll call
vote, Ordinance No. 38-2021 was adopted 6-0.
ORDINANCE NO. 39-2021 — AN APPROPRIATION ORDINANCE FIXING THE
ANNUAL COMPENSATION OF ALL ELECTED CITY OFFICERS FOR 2022
The Clerk read Ordinance No. 39-2021 on second reading by title only.
Councilor Goss moved for engrossment,supported by Councilor Turner. Upon a vote viva
voce,the motion carried.

vote,Ordinance No. 39-2021 was adopted 6-0.
ORDINANCE NO. 40-2021—AN APPROPRIATION ORDINANCE TO BE KNOWN
AS THE 2022 SALARY ORDINANCE
The Clerk read Ordinance No. 40-2021 on second reading by title only.
Councilor Goss moved for engrossment, supported by Councilor Engle. Upon a vote viva
voce,the motion carried.
Councilor Goss called for the question, supported by Councilor Turner. Upon a roll call
vote, Ordinance No. 40-2021 was adopted 6-0.
ORDINANCE NO. 41-2021 — AN ORDINANCE AUTHORIZING THE ANNUAL
COMPENSATION AND BENEFITS OF RICHMOND POLICE OFFICERS
The Clerk read Ordinance No. 41-2021 on second reading by title only.
Councilor Goss moved for engrossment, supported by Councilor Cappa. Upon a vote viva
voce,the motion carried.
Councilor Goss called for the question, supported by Councilor Turner. Upon a roll call
vote,Ordinance No. 41-2021 was adopted 6-0.
ORDINANCE NO. 42-2021 —AN APPROPRIATION ORDINANCE TO BE KNOWN
AS THE SANITARY DISTRICT 2022 SALARY ORDINANCE

Councilor Goss moved for engrossment, supported by Councilor Engle. Upon a vote viva
voce,the motion carried.
Councilor Goss called for the question, supported by Councilor Turner. Upon a roll call
vote,Ordinance No. 42-2021 was adopted 6-0.
ORDINANCE NO. 43-2021 — AN ORDINANCE AUTHORIZING THE ANNUAL
COMPENSATION AND BENEFITS OF RICHMOND FIREFIGHTERS
The Clerk read Ordinance No. 43-2021 on second reading by title only.
Councilor Cappa moved for engrossment, supported by Councilor Turner. Upon a vote
viva voce,the motion carried.
