THE CITY OF RICHMOND, INDIANA, MAY 31, 2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.
Thursday, May 31, 2001, in the Community Room in the Municipal Building. Vice
Chairperson Robin Henry presided with Bruce Metzger, and Assistant City Attorney
Steve Rabe present. Chairperson Bob Goodwin was absent. The following business
was conducted:
APPROVAL OF MINUTES
Metzger moved to approve minutes of May 24, 2001, second by Henry and the motion
was carried on a voice vote.
CLAIMS FOR PAYMENT
Metzger presented claims submitted by the Finance Department in the amount of
$220,495.73 and moved for approval, second by Henry and the motion was carried on a
voice vote.
REQUESTS
A. Henry explained that Tom Quill has asked for a replacement for a Dumpster
on a right of way on South 6th Street. Metzger moved to approve, second by
Henry and the motion was carried on a voice vote
B. Henry read a letter from Chief Bill Shake requesting approval of the donation
of a K9 doghouse that was purchased by the Police Department for the
Habitat for Animals Program. The doghouse is being relocated to the HELP
Shelter. Metzger moved to approve, second by Henry and the motion was
carried on a voice vote.
C. Henry read another letter from Chief Shake asking for the advancement of
Probationary Officer Steve Chamness to 1st Class Patrol Officer for the
Richmond Police Department, effective June 5, 2001. Metzger moved to
approve, second by Henry.and the motion was carried on a voice vote.
D. A request was read for permission to use the City parking lot for the overflow
parking for the Viet Nam Memorial Services this week-end. Metzger moved
to approve, second by Henry and the motion was carried on a voice vote.

AGREEMENT
A. Henry explained a lease agreement with Congressman Mike Pence who is
renting office space in the City Building. The lease is for a 12- month period
at $80.00 per month. Metzger moved to approve, second by Henry and the
motion was carried on a voice vote.
BID REJECTION
A. A letter was read from David Philbeck of Richmond Carpet Outlet asking that
his bid for carpet in the Council Chambers be rejected stating that he bid the
wrong style of carpet. Steve Rabe said that all bids should be rejected and
re-bid. Metzger so moved, second by Henry and the motion was carried on a
voice vote.
CONTRACT
A. Henry explained that they would like to extend the impound service contract
to 6-31-01. Metzger moved to approve, second by Henry and the motion was
carried on a voice vote.
B. Bob Wiwi City Engineer presented a contract with Norfolk-Southern Railroad
and the City of Richmond and recommended it be approved. Metzger so
moved, second by Henry and the motion was carried on a voice vote.
BID OPENINGS
A. The following bids were opened for the renovation of Fire Station #1: Paul
Bisker Contractors, (a) $7,560 with an addendum for$3,240 and (b) $20,750;
Kutter Construction, (a) $7,774 and (b) $18,879; and Whitewater Construction
(a) $4,369 with an alternate of$5,192 and (b) $18,545. These bids will be
taken under advisement and awarded at a later date.
B. The following bids were opened for the turning lane project at Progress Lane
and Williamsburg Pike: Culy Construction $18,900 with an alternate of
$5,490.85; Bowlin Construction $15,634 with an alternate of$3,345. These
will be taken under advisement and awarded at a later date. •

OLD BUSINESS
A. Henry explained that there is only a verbal agreement and nothing in writing
for the rescinding of the demolition of the Police Garage and it will be held
over for discussion at the next meeting
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and
carried on a voice vote, the meeting was adjourned.
