HomeMy Public PortalAbout05-17-2001 BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MAY 17, 2001 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, May 17, 2001, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with Bruce Metzger, Robin Henry and Assistant City Attorney Steve Rabe present. The following business was conducted: APPROVAL OF MINUTES Henry moved to approve minutes of May 10, 2001, second by Metzger and the motion was carried on a voice vote. CLAIMS FOR PAYMENT Henry presented claims submitted by the Finance Department in the amount of $248,960.42 and moved for approval, second by Metzger and the motion was carried on a voice vote. OLD BUSINESS A. Metzger presided over this portion of the meeting saying that written correspondence had been received on the grievance by Todd Sticco against the City. He said they would need to review this document within 21 days and render a decision. The board agreed to make a final decision at the next meeting on May 24th and declared the grievance hearing closed. REQUESTS A. Goodwin recognized Ike Ridgeway who expressed a desire to purchase the Police Garage. He said he could repair the garage and he would like to make a bid to purchase. Rabe said the board had awarded a bid to demolish the garage and said they would need to get a rescission from the contractor. If the building goes up for sale, then conditions could be put in the contract and a time limit put on improvements. Henry suggested that Rabe contact the contractor to see if he would rescind the contract and then bring that information to the next meeting. Henry so moved, second by Metzger and the motion was carried on a voice vote. B. Police Chief Bill Shake requested that the Board order a disability determination for Officer Michael Wamsley. Metzger so moved, second by Henry and the motion was carried on a voice vote. C. Fire Chief Michael Allen announced that the Richmond Fire Department will be conducting its 31st memorial service. The service will take place on May 25TH on the front drive of Fire Station #1 located at South 5th and "A" Streets at 10 a.m. The department is also asking for permission to park fire engines on South A Street in the South lane starting in the 400 Block and going through the 500 block of South A. BOW Minutes Cont'd May 17 2001 Page 2 Allen said this will serve two purposes, one, to act as a noise buffer from the traffic and secondly, will free up parking on the lot in the rear of the station. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. D. Captain Don Ponder of the Police Department Traffic Division said, the YMCA is requesting permission to use the city streets on Saturday, June 2, 2001 for a 5K run in celebration of their 150th anniversary. The run will begin at 9 a.m. in the student parking lot at Richmond High School. Ponder recommended approval. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. E. Ponder said Main Street Richmond-Wayne County is asking permission to close Main Street on June 16th for the Richmond Rod Run Car Show. This event will take place from 9 a.m. to 3 p.m. and Ponder recommended approval. Henry so moved, second by Metzger and the motion was carried on a voice vote. F. The Richmond Dream Center is requesting to close the 300 and 400 blocks of North 19th and a noise variance from 8 a.m. to 4 p.m. on Saturday July 7, 2001 for a Dream Center Fun Fair and Ponder recommended approval. Metzger moved to approve, second by Henry and the motion was carried on a 111 voice vote. G. Ponder read a request for a reserved handicap parking space for Martha Dunkelbarger at 1360 Harris Street and recommended approval. Henry so moved, second by Metzger and the motion was carried on a voice vote. H. Ponder read another request for a reserved handicap parking space for Nancy Carol Reeves at 205 South 14th Street and recommended approval. Henry so moved, second by Metzger and the motion was carried on a voice vote. I. Goodwin read a request for a curb cut at 1410 South 8th Street. Metzger moved to approve subject to the conditions by Public Works and Engineering, second by Henry and the motion was carried on a voice vote. J. Ponder read a request from Bonnie Fisk, Main Street Richmond —Wayne County to close the 800 Block of Main Street on Friday June 22, 2001 from 8 a.m. to 3 p.m. for a Small Business Picnic and said he recommended approval. Henry so moved, second by Metzger and the motion was carried on a voice vote. BID OPENINGS A. The following bids were opened for the impound lot: C.& M. Horton doing business as Stamper's Wrecker Service, $21,477; H & H Wrecker Service, $30,528 and Pardo's, $23,400. These bids will be taken under advisement and awarded at a later date. Chief Allen asked the board to approve an amendment to the contract for Emergency Medical Service between the Richmond Fire Department and Rural Metro and explained that it is a language change. Henry so moved, second by Metzger and the motion was carried on a voice vote. AWARD CONTRACT A. City Engineer Bob Wiwi recommended awarding a contract to W.E. Company for$2,330 for the installation of fuel tanks for Rose View Transit. Metzger moved to approve and also to authorize the President of the Board to sign the contract, second by Henry and the motion was carried on a voice vote. INTRODUCTION OF STUDENTS Goodwin recognized several students from a government class at Centerville High School. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, and carried on a voice vote, the meeting was adjourned.
