THE CITY OF RICHMOND, INDIANA, MAY 3, 2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.
Thursday, May 3, 2001, in the Community Room in the Municipal Building. Chairperson
Bob Goodwin presided with Robin Henry, Bruce Metzger, Assistant City Attorney Steve
Rabe, and City Attorney Bob Bever present. The following business was conducted:
APPROVAL OF MINUTES
Henry moved to approve minutes of April 26, 2001, second by Metzger and the motion
was carried on a voice vote.
CLAIMS FOR PAYMENT
There were no claims for payment.
FIRE DEPARTMENT APPOINTMENT
A. Fire Chief Mike Allen announced the newest probationary firefighter as
Joseph Paul Buckler and asked the board for approval. Allen said he is
waiting approval from P.E.R.F. and then he will begin his duties. Metzger
moved to approve, second by Henry and the motion was carried on a voice
vote.
BID AWARD
A. The bid for Aggregate and Bituminous Material for 2001 was awarded as
follows: Concrete, Concrete with fiber reinforcement - Richmond Concrete
and U.S. Aggregate bid were the same and lots need to be drawn to decide
who is primary and who is alternate; Flowable Fill - Stonehenge and
Richmond Concrete- alternate; Stone - Barrett Paving; Gravel, Washed
Gravel, and Sand - U.S. Aggregate and Stonehenge alternate; Emulsified
Asphalt - Marathon Ashland Petroleum; Cold Mix, Base and Surface Asphalt -
Milestone. This contract will be in effect from May 5, 2001 through April 30,
2002. Lots were drawn by President Goodwin, between Richmond Concrete
and U. S. Aggregate and the primary was awarded to Richmond Concrete
and U.S. Aggregate is the alternate. Metzger moved to award the bids as
recommended, second by Henry and the motion was carried.
BID OPENINGS
A. One bid was received for the Fire Rescue Truck from Pierce, Midwest Fire
and Safety, Indianapolis in the amount of$312,976. This will be taken under
advisement and awarded at a later date.

B. One bid was received for the carpet and tile for the third floor hall and the
Council Chambers from Richmond Carpet Outlet in the amount of$11,759.
This will be reviewed and awarded at a later date.
C. One bid was received for wall coverings for Council Chambers from Lucinda's
Interiors, Lynn Indiana in the amount of$6,868.72. This will be taken under •
advisement and awarded at a later date.
D. Two bids were opened for an above ground storage tank for Roseview
Transit: Reynolds Service Tech, Inc. for$4,500 and W.E. Company for
$2,330. These bids will taken under advisement and awarded at a later date.
INTRODUCTION OF STUDENTS
Students from a government class in Centerville, Indiana were in attendance and
introduced themselves. Goodwin thanked them for attending and said if they had any
questions, he would be happy to answer them after the meeting.
GRIEVANCE HEARING
Local 1408 and Todd Sticco filed a grievance against Fire Chief Mike Allen. Goodwin
asked Metzger to conduct this portion of the meeting. Steve Brown, acting grievance
chairperson, spoke first pointing out that Sticco was ordered to have a fit-for-duty
physical by Chief Allen because of excessive absenteeism. He said Sticco felt his rights
had been violated because there is no rule stating that Chief Allen has that right.
Attorney Tom Kemp represented Sticco and City Assistant Attorney Rabe represented
Allen and the City. The grievance, all correspondence relating to the grievance and the
tape recording are on file in the Clerk's office for review. The hearing was recessed and
will resume May 17th
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and
carried on a voice vote, the meeting was adjourned.
