THE CITY OF RICHMOND, INDIANA, APRIL 19, 2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.
Thursday, April 19, 2001, in the Community Room in the Municipal Building.
Chairperson Bob Goodwin presided with Robin Henry, Bruce Metzger, Assistant City
Attorney Steve Rabe, and City Attorney Bob Bever present. The following business
was conducted:
APPROVAL OF MINUTES
Henry moved to approve minutes of April 12, 2001, second by Metzger and the motion
was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims submitted by the Finance Department in the amount of
$509,747.11 and moved for approval, second by Metzger and the motion was carried
on a voice vote.
REQUESTS
A. Captain Don Ponder read a request from Louis F. Dow for the closing of the
900 block of Elm Place from 5 P.M. on May 11 th to 2 A.M. on May 12 h for a
graduation reception for Indiana University East and recommended this be
approved. Metzger so moved, second by Henry and the motion was carried
on a voice vote.
B. Captain Ponder read a second request from Louis F. Dow for the closing of
the 900 block of Elm Place on May 19th from 6 A.M. to 8 P.M. This event is
being sponsored by the Renaissance School for the Arts for the First Annual
Mae Wagers Bluegrass Festival and Ponder recommended approval.
Metzger so moved, second by Henry and the motion was carried on a voice
vote.
C. Goodwin requested acceptance of two letters of credit for Oak Park Hills
Subdivision Section 4 and said the law department reviewed both. He said
one is for sewers and the other is for streets. Metzger moved to approve,
second by Henry and the motion was carried on a voice vote.

D. Goodwin read a letter from Steve Brown, Richmond Fire Department
requesting a hearing for Todd Sticco who filed a grievance against Chief Mike
Allen. It will be listed at the end of the agenda on May 5th. Metzger moved
for approval, second by Henry and the motion was carried on a voice vote.
E. Ponder read a letter from Police Chief Bill Shake requesting approval for
Probationary Officer Bryan J. Ervin to be promoted to 1st Class Patrol Officer.
Henry moved to approve, second by Metzger and the motion was carried on a
voice vote.
F. Stan Lambert, Director of Parks and Recreation, presented a lease
agreement from the previous owners of the Richmond Roosters to the new
owners and said that the Park Board had previously approved the lease. He
said the lease also includes amendments that need approval. Metzger
moved to.approve the lease and the assignment of the lease, second by
Henry and the motion was carried on a voice vote.
SERVICE AGREEMENT
A. Ponder read a letter from Chief Shake asking approval for a service
agreement for Emergency Radio Service. The service agreement covers the
radio/modems, which are used to transmit and receive data from the cars and
the dispatch center. The cost for the extended service is $8,064. Henry
moved to approve, second by Metzger and the motion was carried on a voice
vote.
BID AWARD
A. City Engineer Bob Wiwi, requested a contract be awarded to Bethel Design
and Associates for the Construction Administration and Inspection of a
Vehicle Wash Building at the Rose View Transit Facility in the amount of
$6,300. Metzger moved to approve, second by Henry and the motion was
carried on a voice vote.
CHANGE ORDER
A. Goodwin read Change Order#1 for the Tree and Brush Trimming Contract for
city right of ways. The original amount was for $11,000, and he said they
have been asked to do additional work in the amount of $2,360 with the new
total being $14,260. Henry moved to approve, second by Metzger and the
motion was carried on a voice vote.

CONTRACT
A. City Attorney, Bob Bever presented a contract to hire an environmental
attorney for the Carpenter building. Bever said the prospective buyers have
asked questions about the building that they cannot answer and it was agreed
by the city administration and EDC board that an environmental expert should
be hired in that field to solely represent the city. With that in mind, he said,
they selected Davy Eaglesfield of Indianapolis with the firm of Harrison and
Moberly who does only environmental work. Henry moved to approve,
second by Metzger and the motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and
carried on a voice vote, the meeting was adjourned.
