THE CITY OF RICHMOND, INDIANA, MARCH 29, 2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.
Thursday, March 29, 2001, in the Community Room in the Municipal Building.
Chairperson Bob Goodwin presided with Robin Henry, Bruce Metzger and City Attorney
Bob Bever present. The following business was conducted:
APPROVAL OF MINUTES
Metzger moved to approve minutes of March 22, 2001, second by Henry and the motion
was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims submitted by the Finance Department in the amount of
$320,186.91 and moved for approval, second by Metzger and the motion was carried
on a voice vote.
REQUESTS
A. Bob Goodwin read a letter from Rev. Brian Sinclair, member of the Richmond
Ministerial Association, requesting use of the front of the City Building
adjacent to 5th Street for the City Wide Prayer Gathering. This event will take
place on Thursday, May 3rd from 12 noon to 1:00 p.m. Goodwin explained
that the Council Chambers have been reserved for that day in case of rain.
Henry moved for approval, second by Metzger and the motion was carried on
a voice vote.
B. Captain Don Ponder requested that the sidewalk be closed at 30 North 14th
Street, to repair a roof that was damaged by fire. C & R Builders will do the
work and Ponder said they planned to put up a safety fence to catch falling
debris. Metzger moved to approve, second by Henry and the motion was
carried on a voice vote
C. Goodwin read a request from the Petal and Stem Garden Club asking to use
the 10th and Main Streets parking lot for its annual sale of flowers from 10:00
A.M. to 1:00 P.M. on May 11th. Metzger moved for approval, second by
Henry and the motion was carried on a voice vote.

D. Captain Don Ponder of the Traffic Division, Richmond Police Department,
read a request for handicap parking at 247 South 4th Street and
recommended approval. Henry so moved, second by Metzger and the
motion was carried on a voice vote.
BID AWARD -
A. Fire Chief Mike Allen requested approval to award the roof bid for Station #1
to Gross Roofing and Sheet Metal in the amount of $39,285. Metzger so
moved, second by Henry and the motion was carried on a voice vote.
B. Goodwin, in reviewing the bids for brush and tree trimming in various areas in
the City, recommended Hampton Tree Service in the amount of $11,900.
Metzger moved to approve, second by Henry and the motion was carried on a
voice vote.
BID OPENING
A. Goodwin opened one bid for the Infrastructure Improvement for the Starr area
from Bowlin Construction, Losantville, Indiana in the amount of $45,160. City
Engineer Bob Wiwi asked to review this bid and award it this evening.
B. Bids were opened for the demolition of the Richmond Police Garage, from the
following: Mike Delucio & Son, $19,500; Cox Excavating, $28,400; Potter, 1st
Bid $7200 and the 2nd which came in later, $7,800; and Reynolds Service
Tech $19,400.These will be taken under advisement and awarded at a future
meeting.
CONTRACT
A. Mayor Shelley Miller said she is seeking approval for a contract with Boston,
Bever, Klinge, Cross and Chidester law firm, with the specific appointment of
Ron Cross and Kent Klinge, as two of the three corporate authorities for the
bargaining team to deal with negotiations with AFSCME. A full time city
employee will be appointed at a later date. Henry moved to approve, second
by Metzger and the motion was carried on a voice vote.

BID AWARD
A. Wiwi recommended that the bid for the improvements in the Starr area go to
Bowlin Construction in the amount of $45,160. Henry moved to approve,
second by Metzger and the motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and
carried on a voice vote, the meeting was adjourned.
