THE CITY OF RICHMOND, INDIANA, MARCH 22, 2001
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.
Thursday, March 22, 2001, in the Community Room in the Municipal Building.
Chairperson Bob Goodwin presided with Bruce Metzger present. Robin Henry and
Steve Rabe, Assistant City Attorney, were absent. The following business was
conducted:
APPROVAL OF MINUTES
Metzger moved to approve minutes of March 15, 2001, second by Goodwin and the
motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Goodwin presented claims submitted by the Finance Department in the amount of
$194,696.79 and moved for approval, second by Metzger and the motion was carried
on a voice vote.
REQUESTS
A. Fire Chief Mike Allen requested the department's participation in the Reid
Hospital Family Health Safari that will be held on Saturday, May 5, 2001 from
10:00 a.m. to 2:00 p.m. Metzger moved to approve, second by Goodwin and
the motion was carried on a voice vote.
B. Bob Wiwi, City Engineer, requested two lights to be installed at the
intersection of Industries and Salisbury Road. Metzger moved to approve,
second by Goodwin and the motion was carried on a voice vote.
C. Captain Don Ponder of the Traffic Division, Richmond Police Department,
read the requests for handicap parking. The following were recommended for
approval: 738 South 6th Street and 711 Southwest "A" Street and those
denied were, 226 Southwest 2nd Street, 314 North 18th Street and 15 •
Northwest 16th Street. Metzger moved to approve, second by Goodwin and
the motion was carried on a voice vote.
D. Captain Ponder recommended the Police Department's participation in the
Optimist Little League parade on Saturday May 12, 2001 beginning at 9:30
a.m. Chief Allen said they would also like for the Fire Department to be
approved to participate. Metzger moved for approval, second by Goodwin
and the motion was carried on a voice vote.

E. Goodwin read a letter from James T. Nunes. Project Superintendent for
Cleveland Construction, Inc. asking for a noise variance for the demolition of
the Wal-Mart Store from March 20 to May 23, 2001,so that they can work
around the clock to complete the project. Metzger moved to approve, second
by Goodwin and the motion was carried on a voice vote.
F. Goodwin requested a curb cut at the entrance to Wal-Mart. Metzger moved
to approve, second by Goodwin and the motion was carried on a voice vote.
BID OPENING
A. The following bids were opened for a roof at the central firehouse at North 5th
and "A" Street: Bennett Remodeling, Brookville, Ohio $41,365. and Gross
Roofing and Sheet Metal, Richmond, Inc. 39,285. Goodwin said the bids
would be reviewed and brought back to the board at a later date.
B. The following bids were opened for brush and limb removal in different areas
in the city: Hampton Tree Service, $11,900. and J.C. Geier, Whitewater
Valley Tree Service, $750. Bids will be reviewed and awarded next week.
CONTRACT
A. Goodwin introduced Contract #28 which is an agreement with the City of
Richmond and Butler, Fairman, and Seufert, Inc. regarding a study and report
relative to using portions of the existing Main Street bridge as a foundation for
a new bridge and design for a new bridge. Wiwi asked that the final review
be consistent with the opinion of the assistant city attorney. Goodwin moved
to approve, second by Metzger and the motion was carried on a voice vote.

There being no further business, on a motion duly made, seconded and passed, and
carried on a voice vote, the meeting was adjourned.
