COMMON COUNCIL OF THE
CITY OF RICHMOND,INDIANA
ORDINANCE NO.46-2021
AN APPROPRIATION ORDINANCE AUTHORIZING
THE SUBMITTAL,ACCEPTANCE,AND APPROPRIATION OF
A GRANT FROM THE INDIANA DEPARTMENT OF NATURAL RESOURCES
WHEREAS, In accordance with Indiana Code (IC) 36-1-4-10, a municipality may execute
any documents necessary to receive money from the state or federal
government or any other source, and said documents are prepared and executed
by the City executive administration, provided that the Common Council of the
City of Richmond as the legislative body of the City approves an ordinance for
the appropriation of any monies received in accordance with IC 36-4-6-18; and
WHEREAS, The Indiana Department of Natural Resources, through its Lake and River
Enhancement Program,has grant funding available;and
WHEREAS, The City of Richmond desires to submit a grant application for grant funding to
conduct a dam removal project on the eastern fork of the Whitewater River; and
WHEREAS, A local match is required and will be met through a grant anticipated to be
awarded from the U.S. Fish and Wildlife Service through its financial
assistance program.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana,as follows:
1. The City of Richmond, in accordance with IC 36-1-4-10, has submitted or will
submit a grant application to the Indiana Department of Natural Resources through its Lake
and River Enhancement Program for grant funding to conduct a dam removal project on the
eastern fork of the Whitewater River
2. The City of Richmond is authorized to accept said grant funding in an amount up to
Eighty-three Thousand Two Hundred Dollars and Zero Cents ($83,200.00).
3. A local match of Twenty Thousand Eight Hundred Dollars and Zero Cents
($20,800.00) will be applied towards the local match from grant funds anticipated to be
awarded from the U.S.Fish and Wildlife Service grant.

4. All grant funding, if awarded to the City of Richmond, shall be appropriated to
assist the City with said project for the dam removal on the eastern fork of the Whitewater
River.
