OCTOBER 14,2021
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5:00 P.M.,October
14, 2021, in the Council Chambers the Municipal Building, 50 North 5th Street, Richmond,
Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Young, Ordinance
Violations Specialist; Tracey Bosell, Street Commissioner; Greg Stiens, Director of Engineering;
Beth Fields, Director of Infrastructure and Development; and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of October 7, 2021, supported by Mr. Evans. Upon a
vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr.Evans moved to approve the Claims for Payment for October 15,2021 in the amount of Ninety
Seven Thousand Six Hundred Dollars and ninety cents ($97,600.90), supported by Ms. Palmer.
Upon a vote viva voce, the motion carried.

• CONFIRMATION BY LAW DEPARTMENT OF PUBLICATION
Assistant City Attorney, Kim Vessels, acknowledged the previous erroneous publication
of a bid opening for demolition of building located at 908 North 8th Street and stated that
the publication would run again for the current bid opening for same property.

Public hearing was opened by Ms. Robinson and was then closed as no persons were
present to speak.

Purchasing one (1) Tiger Boom Mower with 611M John Deere Tractor for Street Dept.
Not to exceed $158,549.60
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 127-2021 —MUNICIPAL ENERGY SERVICES
To provide various specified equipment, hoses, adaptors, and accessories for New Engine
#3 Fire Truck for Richmond Fire Department
Not to exceed $36,732.16
Mr.Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 128-2021 —IMPACT RESCUE, LLC
To provide (and as a sole source)various custom Holmatro extrication equipment for New
Engine#3 Fire Truck for Richmond Fire Department.
Not to exceed $45,618.00
Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.

CHANGE ORDERS
• CHANGE ORDER NO. 4 TO INDOT CONTRACT R-41306 — WHITEWATER
GORGE CONNECTOR TRAIL
Adding six (6) inches of topsoil to project as existing soils are not suitable for grass.
Value of Change Order is $61,310.74, INDOT will be covering 80%.
Ms. Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.
• CHANGE ORDER NO. 1 TO CONTRACT NO. 89-2021 — COMMUNITY
CROSSINGS ROAD REHABILITATION PROJECT
Milling 1 1/2 inches of asphalt and installing 1 '/2 inches of new surface asphalt from the
eastside of Main Street Bridge to South 1St Street.
Not to exceed$13,024.00
Mr.Evans moved to approve,supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
• CHANGE ORDER NO. 1 TO CONTRACT NO. 11-2021 — WILCO CUSTOM
ELECTRONICS
For material and labor changes due to the addition of ceiling mounts, audio interface,
HDMI input connection, and wireless computer connections in Council Chambers.
Not to exceed$6,028.00
Ms. Robinson declared this change order would be tabled until 10/21/2021 meeting.
