GREENCASTLE COMMON COUNCIL
NEIGHBORHOOD MEETING
TUESDAY, MAY 9, 2000 6:00 P.M. JONES ELEMENTARY SCHOOL
The Greencastle Common Council had a special Neighborhood Meeting Tuesday, May 9, 2000,
6:00 p.m. at Jones Elementary School. Mayor Michael called the meeting to Order. On the Roll
Call, the following were found to be present: Councilor Roach, Councilor Hammer, Councilor
Crampton and Councilor Rokicki. Councilor Parrish arrived at 6:25 p.m. City Attorney Laurie
Robertson was also present.
Councilor Roach explained the City has been looking for funding for the area West of Jackson
Street for storm sewer, sidewalks and asphalt work along with parking concerns on Franklin and
College Streets.
Charla Wagle, Grant Administrator from the Department of Commerce was present. Mrs. Wagle
explained that Conununity Development Planning Block Grants are available for planning of
® projects which includes a 5 to 20 year plan for making improvements in the community. The
reason for hiring a consultant is to help identify all the problems to be addressed in the area.
Mrs. Wagle went on to explain the planning process includes submitting an application, which
the DOC approves on a monthly basis. There is $50,000.00 available of which the community
must match with 10% matching funds. The National objective is to benefit 51% of lower income
families.
The Mayor opened the floor for discussion. Ken Callahan stated he owns the property directly
across from Jones school and feels the area is neglected in regard to City services, particularly
from the Police Department.
Councilor Parrish arrives at this time.
Stacia Gibson stated she lives at the corner of West Columbia and Gillespie Street. Ms. Gibson
stated she agrees there is no police presence in the neighborhood stating there is a major speeding
problem along with loud music and loud mufflers. These cars go by and shake the house. Ms.
Gibson further stated there are several abandoned properties and properties in disrepair that need
to be addressed by the City.
Ron Cleam aters stated there is a house at Jefferson and Columbia Streets that has been a junk
yard for years and needs to be cleaned up.
® Charla Wagle passed out resident comment sheets for the residents to fill out and return.
Peggy Lilly, a Columbia Street resident, discussed the lack of and disrepair of sidewalks in the
area stating the kids can't even walk to school safely.
• Councilor Roach made the motion requesting CT Jones to find $5,500.00 to pay for the Grant
Administrator, seconded by Councilor Crampton. Vote was unanimous.
Motion to adjourn made by Councilor Hanmicr, seconded by Councilor Crampton. Vote was
unanimous.
