HomeMy Public PortalAboutORD15113BILL NO. 2013-8 SPONSORED BY COUNCILWOMAN Carroll ORDINANCE NO. __ __._/-=-s---=-1_,_[ -=3 _____ _ AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AMENDING THE PERSONNEL POLICY MANUAL REGARDING RESIDENCY OF CITY EMPLOYEES. BE IT ENACTED BY THE COUNCIL OF THE City OF JEFFERSON, MISSOURI , AS FOLLOWS : Section 1. Article 4 (Application and Applicants ), Section 9 (Residence Requirement), of the Personnel Policy Manual is hereby amended as follows: Section 4-9 . Residence requirements. (a) All applicants for full-time employment in the municipal service must have a principal place of domicile located within twenty-five (25) miles of the corporate boundaries of the City of Jefferson, provided that all full-time employees shall be required to have a principal place of domicile located so that they may report within thirty (30) minutes to their customary reporting station, or employ ees must obtain such within six (6) months following appointment to municipal serv i ce, except the residency requirement for Police and Fire personnel is twelve (12) months from date of hire. (b) The City Administrator, City Clerk, Fire Chief, Police Chief and Director of Public Works shall be required to reside within the corporate boundaries within six (6) months of employment. All other Department Directors shall be requ i red to reside within fifteen (15) miles of the Corporate Boundaries of the City Limits within six (6) months of employment. Applicants appointed to the classes listed below must be residents of the City of Jefferson, res ide on property owned by the City, or mo·1e within the corporate boundaries of the Cit•{ within six (€i) months of appointment. i\11 d i rect moving expenses will be paid by the City. City Administrator Fire Chief Pluman Resources Director City Counselor Police Chief Director of Public Works City Clerk Finance Director Director of Parks and Recreation (c) An extension of the six (6) month time limit established herein may be g ranted in unusual cases by the City Administrator, or Parks and Recreation Commission , as applicable . (d) Direct moving expenses of those persons appointed to be a Department Director shall be paid if they reside outside the City limits at the time of appointment and move within the City limits within 6 months of appointment. with the provisions of this section for appointees to classes other than those specifically set forth above may be reimbursed by the City in cases in which qualified candidates cannot be found residing within fifteen (15) miles of the corporate boundaries of the City. Such payments must be approved by the city council. (e) Direct moving expenses may be paid for positions other than those li sted above in paragraph (b) if a specific reason would justify such a payment. Such a payment must be approved by the city council and requires that the recipient move within the corporate limits of the Ci ty. Section 2 . This Ordinance shall be in full force and effect from and after the date of its passage and approval.
