In accordance with a Preliminary PUD Plan for Brickyard Terrace Subdivision , approved on December 17 , 2012 , by Ordinance 15061 , the Final Subdivis ion Plat of Brickyard Terrace Subdivision , lying , being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the said plat attached hereto and made a part of this ordinance , is hereby approved and accepted by the City Council of the City of Jefferson, Missouri. SECTION 2. The Mayor and City Clerk are hereby authorized and d irected to endorse acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of Jefferson . Request filed by Shannon Block, property owner, for a Final Subdivision Plat of 10.3 acres zoned PUD Planned Unit Development and RS-4 Single Family Residential. The property is located along Karen Drive east of Taylor Street and is described as all of lots 1, 15, and 16 of Bosch's Subdivision, part of Outlots 71 and 72, and vacated Water Street right of way. (Central Missouri Professional Services, Consultant) Mr. Barron described the proposal and stated that the proposed development consists of five (5) lots and one {1) reserved tract on 10.30 acres. He explained that four (4) lots are zoned RS-4 Single Family Residential and one {1) lot is zoned PUD Planned Unit Development.. Mr. Barron explained that of the four lots zoned for single family use, one lot has an existing house on it, one lot has a house that is to be demolished and a new house built, and two lots would have new houses constructed on them. He stated that the PUD zoned lot will consist of six 4-plex residential buildings. Mr. Barron explained that a Final PUD Plan, which can be approved administratively, has also been submitted. He stated that Karen Drive is proposed to be reconstructed as a cul-de-sac street on a widened 50' wide right-of-way. Mr. Barron explained that sidewalks are proposed on the north side of Karen Drive. Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request. Mr. Bates distributed a visual showing the layout of the proposed subdivision. He explained that the 4-plexes will remain on one lot and will not be subdivided. Mr. Shannon Block, 5422 Aberdeen Waye, spoke regarding this request and thanked the Commission for their consideration of this request. No one spoke in opposition to this request and no correspondence was received. Mr. Barron gave the Planning Division staff report. Mr. Wade gave the Engineering Division staff report. The motion passed 8-0 with the following votes: Aye: Cotten, Deeken, Dutoi, George, Lester, Thoenen, Vaughan, Yarnell PLANNING STAFF REPORT JEFFERSON CITY PLANNING AND ZONING COMMISSION April11, 2013 Case No. P13005 -1404 Karen Drive; Final Subdivision Plat of Brickyard Terrace Subdivision. Request filed by Shannon Block, property owner, for a Final Subdivision Plat of 10.3 acres zoned PUD Planned Unit Development and RS-4 Single Family Residential. The property is located along Karen Drive east of Taylor Street and is described as all of lots 1, 15, and 16 of Bosch's Subdivision, part of Outlots 71 and 72, and vacated Water Street right of way. (Central Missouri Professional Services, Consultant) Background The Preliminary Plat for this subdivision was approved by the Planning and Zoning Commission as a combined Preliminary PUD Plan and Preliminary Plat at the November 8, 2012, meeting. The owner is now moving forward with the next step in the development process by filing a Final Subdivision Plat. The Final Plat proposes 5 lots, with four of the lots being zoned RS-4 Single Family Residential and one (very large) lot zoned PUD Planned Unit Development. Of the four lots zoned for single family use, one lot has an existing house on it, one lot has a house that is to be demolished and a new house built, and two lots would have new houses constructed on them. The PUD zoned lot has Preliminary PUD Plan approval for a development consisting of six 4-plex residential buildings. A Final PUD Plan, which can be approved administratively by city staff, has also been submitted. A reserved tract consisting of about 2,000 sf is intended to be transferred to the owners of 1400 Karen Drive in order to satisfy the street frontage requirement of their existing property. Description of Proposed Plat Zoning: RS-4 Medium Density Detached (Single Family) Residential and PUD Planned Unit Development Size of Property: 10.30 Acres Number of Lots: Slots and 1 reserved tract Lot Sizes: Smallest Lot-0.34 acres Largest Lot -7.15 acres Streets: Karen Drive Drive is proposed to be reconstructed as a cul-de-sac street on a widened (50' wide) right-of-way. Sidewalks: Sidewalks are indicated on the improvement plans along on the north side of Karen Drive in accordance with code requirements. Staff Recommendation Staff recommends approval of the final subdivision plat subject to the following: 1. Compliance with the comments and technical corrections of the Engineering Division. 2. Finalization of improvement plans and plat prior to introduction to City Council. Jefferson City Planning & Zoning Commission Meeting Engineering Division Staff Report Thursday, Aprilll, 2013, 5:15pm Item 7.-Other New Business Case No. P1300S-Brickyard Terrace Subdivision, 1404 Karen Drive (Zoned PUD and RS-4) ENGINEERING STAFF RECOMMENDATION- Recommend approval of the final plat subject to items highlighted below being addressed on a revised version of the final plat. Existing Infrastructure Summary • Infrastructure needed to serve this development exists in the vicinity . · -An existing pond is on the property. -An existing drainage channel the runs along the north property line. Drainage exits the property to the north and east to the existing drainage channel. And old terrace/swale runs along the south and east property line that has not been maintained that once kept drainage off of neighboring properties. -Sanitary sewer exists to serve this property. -Other utilities exist to serve this property. -Sidewalk is not in the vicinity. -The property is already served by existing roadways, Taylor Street and Karen Drive. Improvements Summary Roadway, Storm Water I Erosion and Sediment Control * Karen Drive is proposed to be extended into the proposed property with a cul-de-sac. -Storm water detention is being proposed to serve this development. The existing pond is proposed to be modified into a private storm water retention basin. -Erosion and sediment control plans have been submitted with site improvements and are currently under review. Sanitary Sewer * All lots are to be served by sanitary sewer, by extension of the existing mains. Improvement plans are currently being reviewed and seem to be in substantial conformance with City Standards. * No off-site easements are necessacy for this subdivision. New easements are being proposed for proposed improvements within the subdivision. * * * Sidewalk A four ( 4) feet wide sidewalk is required and being proposed along the north side of Karen Drive. Street Access I Traffic Impact Access to the development is already existing and is not being proposed to be changed. Utilities I Fire Hydrants I Street Lights Facilities exist in the area and are also being proposed for the subdivision to meet current City Standards and requirements. Technical Comments • Minor technical corrections to the plat and improvement plans remain. These will need to be addressed on a revised version of the plat and improvement plans.
