OCTOBER 21, 2021
The Board of Public Works and Safety of the City of Richmond,Indiana,met at 5:00 P.M.,October
21, 2021, in the Council Chambers the Municipal Building, 50 North 5t1' Street, Richmond,
Indiana.
CALL TO ORDER
Ms. Palmer called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Emily Palmer and Matt Evans. Absent was Vicki Robinson.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy Clerk: Fire
Chief Jerry Purcell; Bill Henry, Code Enforcement; Suzanne Bias, Office Coordinator for the
Mayor; Tammy Tidrow, Community Development Specialist; Beth Fields, Director of
Infrastructure of Development; and Media.
APPROVAL OF MINUTES
Mr. Evans moved to approve the minutes of October 14, 2021, supported by Ms. Palmer. Upon a
vote viva voce,the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the Claims for Payment for October 22,2021 in the amount of Four
Hundred Fifty One Thousand Nine Hundred Ninety Nine Dollars and ninety two cents
($451.999.92), supported by Ms. Palmer. Upon a vote viva voce, the motion carried.
PAYROLL CLAIMS FOR PAYMENT
Mr.Evans moved to approve the Payroll Claims for Payment for October 22,2021 in the amount of Seven
Hundred Thirty Nine Thousand Four Hundred Fourteen Dollars and ninety cents($739,414.90),supported
by Ms. Palmer. Upon a vote viva voce, the motion carried.

BID AWARDS
• EMERGENCY MEDICAL AMBULANCE
There was one bid submitted by Crossroad Ambulance Service LLC in the amount of
$164,005.00. This bid was taken under advisement
CONTRACTS
• CONTRACT NO. 131-2021 —OLER'S FENCING& CONSTRUCTION
They will furnish and install black PVC fencing at the Izzy David Edelman Police and Fire
Training and Physical Fitness Center.
Not to exceed $2,400.00
Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 132-2021 —S&M HOME SOLUTIONS, LLC
They will provide services in connection with the securing of all windows and doors of the
upstairs unit of the duplex located at 118 Y2 Richmond Avenue and the cleaning of the
premises.
Not to exceed$304.95
Mr.Evans moved to approve, supported by Ms. Palmer. Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 133-2021 —DB PLUMBING OF RICHMOND,INC
They are to provide plumbing maintenance services at the City Building.
Their rate is $70.00 per hour (one hour minimum), $105.00 hourly overtime rate and 2%
markup for materials.
Mr.Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.
• CONTRACT NO. 135-2021 —TOWN OF SPRING GROVE, INC
This contract is for reimbursement of cost associated with fire protection within the Town
of Spring Grove. The total contract amount is $47,096.00 for the 2022 calendar year to be
paid in two installments of$23,548.00
Mr. Evans moved to approve, supported by Ms. Palmer.Upon a vote viva voce,the motion
carried.

• CONTRACT NO. 136-2021 —WAYNE TOWNSHIP,WAYNE COUNTY
This contract is for reimbursement of cost associated with fire protection within Wayne
Township. The total contract amount is $571,991.00 for the 2022 calendar year to be paid
in four installments of$142,997.75.
Mr. Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
CHANGE ORDERS
• CHANGE ORDER NO. 1 TO CONTRACT NO. 11-2021—WILCO ELECTRONICS
This change order is for additional material and labor changes due to the addition of ceiling
mounts, audio interface and HDMI input connection in the Council Chambers.
Not to exceed$6,028.00.
Mr. Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.
