HomeMy Public PortalAbout10-18-2021 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, OCTOBER 18,2021 The Common Council of the City of Richmond,Indiana met in a Regular Meeting October 18, 2021 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR CAPPA President Parker called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner,Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Beth Fields, Infrastructure and Development; Tom Glenn; Ian Vanness, City Planner; Suzanne Bias,Mayor's Office; Pat Smoker,Director of the Sanitary District;Traci McGinnis,Deputy Controller;and,Media. APPROVAL OF MINUTES Councilor Goss moved to approve the minutes of the regular meeting held October 4, 2021, supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS (requests to speak must be in writing and submitted to the Clerk's office before Noon the Wednesday prior to the meeting) Tom Glenn spoke of the trees on Fort Wayne Avenue that are to be cut down during the construction of bike paths. He asked the City to reconsider this measure. He believes the trees are vital to the aesthetics of the area. COMMUNICATION FROM THE MAYOR • Review of Community Calendar • Common Council Minutes October 18,2021 Page 2 of 3 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the September 23 and 30, 2021 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS INFRASTRUCTURE AND DEVELOPMENT—Beth Fields—presented the mid-year report. ORDINANCES ON FIRST READING None ORDINANCES ON SECOND READING ORDINANCE NO. 44-2021—A GENERAL ORDINANCE AMENDING SECTION 91.02 OF THE RICHMOND CODE The Clerk read Ordinance No. 44-2021 on second reading. The Safety Committee recommended approval. There being no comments for or against, Councilor Goss moved for engrossment, supported by Councilor Bumbalough. Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Oler. Ordinance No. 44- 2021 was adopted with a 9-0 roll call vote. ORDINANCE NO. 48-2021—AN ORDINANCE AMENDING ORDINANCES 46- 2020,47-2020,48-2020 AND 49-2020(COLLECTIVELY 2021 SALARY ORDINANCES)DUE TO EMERGENCY CIRCUMSTANCES The Clerk read Ordinance No.48-2021 on second reading. The Safety Committee recommended this Ordinance, as written, not move forward. Speaking against was Rabbi Loeb of Centerville, Indiana. Common Council Minutes October 18,2021 Page 3 of 3 Councilor Oler moved to amend by eliminating the word"vaccinated" in all instances in the ordinance, supported by Councilor Locke. Upon a roll call vote,the motion carried 6- 3. Dissenting were Councilors Engle, Locke and Turner. There being no further comments, Councilor Oler moved for engrossment of Ordinance No.48-2021as amended, supported by Councilor Oler. Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Oler. Upon a roll call vote, Ordinance No. 48-2021 as amended was adopted with a 6-3 vote. Dissenting were Councilors Engle,Locke and Turner.
