Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL SPECIAL SESSION TUESDAY, JUNE 27, 2000 7:00 P.M. CITY HALL The Greencastle Common Council met in Special Session Tuesday, June 27, 2000, 7:00 p.m. at City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were found to be present: Councilor Hammer, Councilor Crampton, Councilor Liechty and Councilor Rokicki. Councilor Roach was absent. Also present was City Attorney Laurie Robertson. The first item to be discussed was an agreement with Putnam County EMA regarding Tornado Sirens. Russ Evans was present and stated this agreement transfers ownership of the severe weather sirens located at: 1. Southeast Corner of State Road 240 and Indianapolis Roach; 2. Putnam County Jail located at 13 Keightly Road; and 3. National Guard Annory located at 401 North Arlington. In accepting ownership, the City of Greencastle agrees to maintain electrical service on Siren 1 • and Siren 3. Russ Evans explained the one located on Keightly Road is wired directly into the jail and, therefore, the jail is paying the electric bill on that siren; insurance on the sirens and poles and routine maintenance will be the responsiblity of the City. Motion to approve the agreement made by Councilor Rokicki, seconded by Councilor Crampton. CT Jones reminded Council that there is no appropriation in the budget for these items. Mr. Evans stated the sirens are under warranty until fall. Vote to approve the agreement was unanimous. Resolution 2000 -18, A Resolution Reaffirming Resolution 2000 -15 and Declaring An Economic Revitalization Area and Recommended Tax Deduction (Heartland Automotive LLC). Motion to read by Title Only made by Councilor Rokicki, seconded by Councilor Crampton. Mayor Michael read Resolution 2000 -18, by title only. Motion to approve made by Councilor Rokicki, seconded by Councilor Crampton. Vote was unanimous. Resolution 2000 -19, A Resolution Reaffirming Resolution 2000 -16 and Declaring an Economic Revitalization Area and Recommended Tax Deduction (Oxford Automotive Corporation). Motion to read by Title only made by Councilor Rokicki, seconded by Councilor Hammer. Vote was unanimous. Mayor Michael read Resolution 2000 -19 by title only. Motion to approve made by Councilor Rokicki, seconded by Councilor Hammer. Vote was unanimous. • Resolution 2000 -20, A Resolution Authorizing Transfer of Appropriation in the 2000 Building Commissioner/Planner Budget of the City of Greencastle, was read by Mayor Michael. This Resolution transfers funds from the Planner Salary to CFF Grant Planner in the amount of $5,500.00 and to Weed Control in the amount of $1,500.00. Motion to approve made by • Councilor Hammer, seconded by Councilor Crampton. Vote was unanimous. The next item to be discussed was Animal Control. Mike Phelps and Randy List were present representing the Humane Society. Mayor Michael stated the Street Department has spent $17,824.00 in overtime monies for this service and this does not include the fee to take animals to the Humane Shelter. Mayor Michael continued that the expectations from the citizens for animal control are very high. City Attorney Laurie Robertson stated the statute is clear that this function, animal control, is to be a part of the Police Department, not the Street Department. The question, Attorney Robertson continued, is not where, but how we are going to do it. Mayor Michael stated there are many logistical questions such as: pay, should it be part-time or full -time, hourly or salaried. Our Salary Ordinance will have to be amended and we need to make sure we are charging the appropriate fees and we must maintain a relationship and partnership in working with the Humane Society. Councilor Crampton stated we also need to educate the public on what animal control entails. Motion to adjourn made by Councilor Liechty, seconded by Councilor Crampton.
