The Greencastle Common Council met in Regular Session Tuesday, July 11, 2000, 7:00 p.m. at
City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were
found to be present: Councilor Roach, Councilor Hammer, Councilor Crampton, Councilor
Liechty and Councilor Rokicki. Also present was City Attorney Lauire Robertson.
Public Petitions and Comments
There were no Public Petitions and Comments.
Department Reports
Fire Chief Bill Newgent reported that he has received a letter from the Township Trustee stating
the Board has agreed to increase the 2001 contract for the General Fund from $25,000.00 to
® $30,000.00 and assist with the purchase of the fire truck in the amount of $100,000.00. Chief
Newgent also reported that the Fire Truck is on schedule to be ordered in October. The Trustee
also has a Cumulative Fire Fund in which $20,000.00 is accumulated annually for the purchase
of fire equipment. Fire Chief Newgent stated he has requested the contract be negotiated on an
annual basis. The letter from the Township Trustee letter has been attached to and becomes a
part of these minutes.
Chief Newgent stated he has sent a letter to Kim Hyten, Emergency Management, regarding a
grant in the amount of $10,500.00, for a Hazardous Materials Response trailer and supplies. A
copy of this letter is attached to and made a part of the minutes.
Chief Hendrich stated his department is working on abandoned vehicles in the First Ward and
will soon be moving to the Second Ward to tag and /or remove abandoned vehicles.
Councilor Crampton asked Chief Hendrich about the information in his report regarding the
entrance to the High School Parking lot on Washington Street. Chief Hendrich stated the City
has had discussion with the School Corporation regarding an entrance to the parking lot off of
Washington Street to help alleviate traffic on First Street. This is an issue that will be revisited
with the School Corporation.
Street Cormnissioner Miles stated that six catch basins have been installed on Madison Street to
help resolve the water problems in the area prior to repaving.
• Cemetery Superintendent Robinson stated he has nothing to add.
Park Director Staton was absent.
• Wastewater Treatment Superintendent Mike Neese stated a bid opening was held today for the
plant equipment. Superintendent Neese further stated advertisement for Construction bid should
be around July 24, 2000.
Councilor Rokicki stated there is no report again this month from the Building Commissioner.
Councilor Rokicki stated it is very important for Council to get this report due to calls they are
receiving regarding unkept property etc.
City Attorney Robertson stated she has been working on the Wheeler Lawsuit Discovery, animal
control issues and personnel issues.
Approval of Minutes
CT Jones stated there are no minutes available at this time.
General Business
Motion to approve claims made by Councilor Roach, seconded by Councilor Rokicki. Vote was
unanimous.
Ordinance 2000 -12, A General Ordinance Establishing a Law Enforcement Fund, second
reading. Motion to approve made by Councilor Hammer, seconded by Councilor Crampton.
Ordinance 2000 -13, An Ordinance Amending Section 8 -22 of the Greencastle City Code,
second reading. Motion to approve as amended made by Councilor Roach, seconded by
Councilor Rokicki. Vote was unanimous.
Uniform Conflict of Interest Forms were submitted for Fire Chief Bill Newgent and Robert
Campbell. Motion to approve made by Councilor Rokicki, seconded by Councilor Roach. Vote
was unanimous.
Ordinance 2000 -14, An Ordinance Amending the Greencastle Planning and Zoning Ordinance
by Amending the Zoning Map, first reading, was read by Mayor Michael. Mayor Michael
stated it is her understanding that this is last and final reading. City Attorney Robertson stated
the Council passed an Ordinance making two readings necessary for any Ordinance coming from
Plan Commission. There will need to be a second reading. Motion to approve first reading made
by Councilor Roach, seconded by Councilor Crampton. Vote was unanimous.
Ordinance 2000 -15, An Ordinance Establishing the Size of Departments of City Government of
the City of Greencastle, Indiana, Fixing Salaries For the Employees of Such Departments and
Fixing the Salaries of Certain Other Appointed Officials for the Year 2001, first reading,
Motion to table due to information not being in packets made by Councilor Hammer, seconded
by Councilor Rokicki. Vote was unanimous.
• Ordinance 2000 -16, An Ordinance Fixing the Salaries of Elected Officers of the City of
Greencastle for the Year 2001, first reading. Motion to table due to information not being in
packet made by Councilor Hanuner, seconded by Councilor Rokicki. Vote was unanimous.

Ordinance 2000 -17, An Ordinance Amending Section 2 of Ordinance 1999 -10 An Ordinance
Establishing the Size of Departments of the City Government for the City of Greencastle,
Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of
Certain Other Appointed Officials for the Year 2000, first reading, read by Mayor Michael.
Motion to approve made by Councilor Harmner, seconded by Councilor Liechty. Vote was
unanimous.
Ordinance 2000 -18, An Ordinance Amending and Replacing Article 3 of the Greencastle City
Code, first reading, was read by Mayor Michael. After discussion it was agreed to add
opossums to list of wild animals, eliminate the language in Section 6 -28 and to leave the fine at
$50.00 (fifty dollars). Motion to approve with amendments made by Councilor Crampton,
seconded by Councilor Roach. Vote was unanimous.
A Special Meeting was set for July 18, 2000, 7:00 p.m. at City Hall for discussion of the Trash
Contact, Salary Ordinances and Ordinance 2000 -14.
Motion to adjourn made by Councilor Roach, seconded by Councilor Hammer. Vote was
unanimous.

" Greencastle Township Advisory Board met with Thelma Bumgardner,
Greencastle Township Trustee, on June 22, 2000 to discuss the Fire
Fighting Contract for the Township and also the assistance in helping
reencastle City in purchasing a Fire Truck,
The Advisory Board voted to increase the contract for the Township with
the Greencastle Fire Dept. to $30,000.00 a year, for a 3 year period
starting January 1, 2001, The Advisory Board voted to assist the
Greencastle Fire Dept, with $100,000.00 toward the purchase of buying a
new Fire Truck to replace the 1976 Ward La France Truck

Kim,
Attached you will find a complete list of equipment including an 18 foot pull behind trailer for
Hazardous Material Response. The Greencastle Fire Department is currently in a position that we can not
transport large amounts of Hazardous Material diking and decon equipment to the scene. The fire
department within its budget does not have the funds to purchase this much - needed equipment. The City of
Greencastle would secure insurance on the trailer and the equipment within the trailer. The Hazmat trailer
would be available for countywide response to any fire department that requested additional Hazmat diking
equipment. Li order to mitigate a large hazardous material spill it is important to have a large supply of
diking material available placed thru out the county. Currently the Cloverdale Fire Department maintains a
trailer for similar Hazmat response. The nearest Hazmat response team is 1 to 2 hours away. Also enclosed
you will find a list of equipment that would be placed on the Hazmat trailer. Thank you in advance for your
