Call to Order; Roll Call
A. Mayor Murray called the regular meeting of the Common Council to order at 7:00 PM;
upon roll call by Clerk Treasurer Teresa Glenn the following were present: Jinsie
Bingham, Terry J. Smith and Phyllis Rokicki; absent: Mark Hammer and Adam
Cohen. NOTE: Adam Cohen arrived at 7:40 PM
II. Public Hearing - Resolution 2010 -2, A Resolution Authorizing Additional Appropriations
to the Annual Budget.
A. Public hearing opened by Mayor Murray at 7:01 PM; Mayor Murray read the
resolution in its entirety. Clerk Treasurer spoke in regard to the request for money for
laserfische. Chief Sutherlin spoke regarding the equipment request. Sutherlin
shared that County has agreed to purchase 3 police cars and is requesting that the
City pay for outfitting the vehicles and purchase of 2 additional cars. Discussion.
Public Hearing closed at 7:14PM on motion by Terry J. Smith, second by Jinsie
Bingham, motion carried.
III. Public Petitions and Comments
A. Missy Orr, Sustainability program from DePauw University. Invitation to everyone to
come to "Climate Wise Women" to be held at the Prindle Institute, Thursday, April 15
from 7:00 PM to 8:30 PM.
IV. Special Requests
A. Street Closure — Little 5 Cycling Race — April 16, 2010 from 5:00 PM to 6:30 PM
1. College from Park to Hanna — Danny White present request withdrawn no need
to close streets.
2. Motorcycle Ride Fundraiser — Custom Cycle — May 8, 2010 — withdrawn
3. Relay For Life — April 24 and 25 — Tyler Archer asking to close Madison from Hill
Street to Hanna on Saturday at 8:00 AM to Sunday at noon. Motion by Jinsie
Bingham to approve as requested, second by Phyllis Rokicki, motion carried.
4. Main Street — Fair on the Square May 14, 15, and 16, 2010. Gary Barcus same
as last year. Motion by Jinsie Bingham to approve as requested, second by Terry
J. Smith, motion approved.
5. Veteran's Highway Arbor Day Request — May 1, 2010 from 9:30 AM to 11:30 AM
asking to close Highway for ceremony. Motion by Phyllis Rokicki to approve as
requested, second by Terry J. Smith, motion carried.
B. Noise Ordinance Waiver Requests -
1. Phi Gamma Delta —May 1, 2010 from 9:00 PM — 1:00 AM; Ryan Edelen present
for this request. Motion by Terry J. Smith to approve this request as presented,
second by Phyllis Rokicki, motion carried.

1. Laurie Hardwick reported on Sidewalk Improvement Program and applications
are available at City Hall.

1. Rod reported on upcoming events at the park as well as recent events. Reported
on 1 Annual Parks and Recreation Guide.

1. Shannon Norman reported on Community Garden opening April 24, 2010.
F. Police Department — Tom Sutherlin
1. Chief Sutherlin publicly thanked Sheriff Steve Fenwick and the State Police with
their cooperation in the investigation of the "alleged shooters" last week. Also

A. Regular Meeting March 9, 2010
1. Motion by Jinsie Bingham to approve with noted corrections, second by Jinsie
Bingham, motion carried. One abstention.
Old Business
A. Tabled
1. Ordinance 2009 -13, An Ordinance Establishing A Section 9 -49 of the
Greencastle City Code Creating A Grease Interceptor/Trap Policy, Second
Reading
New Business
A. Resolution 2010 -2, A Resolution Authorizing Additional Appropriations to the Annual
Budget.
1. Motion by Terry J. Smith to approve as requested, second by Phyllis Rokicki,
unanimous approval.
B. Resolution 2010 -3, A Resolution Authorizing CACFID Funding For
Greencastle /Putnam County Development Center for 2010.
1. Mayor Murray read this Resolution in its entirety. Motion by Adam Cohen to
approve, second by Jinsie Bingham, unanimous approval.
C. Resolution 2010 -4 A Resolution Authorizing An Economic Revitalization Area
(Chiyoda USA Corporation)
1. Mayor Murray read this Resolution in its entirety. Bill Dory present to discuss this
request. Chiyoda looking to purchase another injection molding machine
investment of over $600,000. Initial estimate abatement would save $25,000 to

$26,000; paying $15,000 over the time of this abatement. This resolution does
not approve the abatement only approving the property for tax abatement.
Discussion. Motion to approve as presented by Terry J. Smith, second by Phyllis
Rokicki, unanimous approval.
IX. Approval of City Claims
A. Motion by Adam Cohen to approve claims as presented, second by Jinsie Bingham,
unanimous approval.
X. Reports
A. Mayor's Report
1. Mayor Murray shared information regarding uncovered trash containers. Will
continue discussions with Republic providing residents with covered trash and
recycling containers. Discussion.
B. Clerk- Treasurer's Report
1. Provided Council with revenue and expense report through March 31, 2010.
C. Councilors
1. Adam Cohen recommendation regarding Golf Carts is to enforce the State Code.
City Streets are not constructed for safe operations of golf carts. Updated
information regarding school board applications and recommendation process.
2. Councilor Rokicki recommended various appointees to report to Council
regularly.
3. Terry J. Smith thanked Prosecutor for his willingness to buy police cars and also
thanked Sheriff's department for their cooperation during the recent shooting
incident.
4. Councilor Bingham reported that Chief Sutherlin won the Chamber bowling
competition. Greencastle is a wonderful community of volunteers and is happy to
report that Sue Frazier will be volunteering at the Forest Hill Cemetery.

A. Motion by Jinsie Bingham to adjourn at 8:32 PM, second by Terry J. Smith, motion
carried.
