SPECIAL SESSION

The Greencastle Common Council met in Special Session Tuesday, July 18, 2000, 7:00 p.m. at
City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were
found to be present: Councilor Roach, Councilor Hammer, Councilor Crampton, Councilor
Liechty and Councilor Rokicki.
Motion to approve minutes from May 9, 2000, Neighborhood Meeting and May 9, 2000, Regular
Session was made by Councilor Crampton, seconded by Councilor Roach. Vote as follows: .
Councilor Roach, yes; Councilor Harruner, yes; Councilor Crampton, yes; Councilor Liechty,
abstain and Councilor Rokicki, yes.
Motion to approve Minutes from June 20, 2000, Special Session, made by Councilor Crampton,
seconded by Councilor Hammer. Vote was unanimous.
Motion to approve Minutes from June 27, 2000, Special Session, made by Councilor Crampton,
® seconded by Councilor Hammer. Vote as follows: Councilor Roach, abstain; Councilor
Hammer, yes; Councilor Crampton, yes; Councilor Liechty, yes and Councilor Rokicki, yes.
Mayor Michael presented the Trash Contract for Council approval and recommendation to the
Board of Works. Elizabeth Newman from the Clean City Committee was also present. Mayor
Michael stated this is a two year contract with the following monthly rates being submitted:
Waste Management 2 units - $8.75 per household 3 units - $9.00 per household
sticker price S .75
Refuse Handling 2 units - $8.43 per household 3 unites - $8.72 per household
sticker price $ .50
Mayor Michael stated the trash rates will have to be increased to $9.00 per month and also added
that the City may have to take on the Yard Waste Site and questioned if we should include an
amount to cover that also.
Councilor Roach stated we should go with the $9.00 rate and not include waste site at this time.
Councilor Crampton stated he favors the two bag limit. Councilor Hamner stated with
increasing the fees we should stick with the three bag limit.
After some discussion it was agreed we should stay with the three bag limit.
Councilor Crampton made the motion to recommend the Refuse Handling proposal to the Board
of Works, seconded by Councilor Roach. Vote was unanimous.
Discussion ensued regarding whether we should offer two or three bags and cost of services.
Councilor Roach stated he agrees with encouraging recycling, but not happy to say we are
.� pushing to create revenue for Refuse Handling - this is a user fee, the more you use the more you
pay. Councilor Roach continued that he is willing to go with a two unit bid if we only raise the
fee to $8.75.
Councilor Rokicki stated if we raise fees to $8.75 for two bags, why not just add the third bag for
an additional quarter.
Councilor Roach questioned Scott Cooley, Refuse Handling, if the City accepts the three bag
limit at this time, can we change to two bags at a later date? Mr. Cooley stated he didn't see a
problem with that.
Motion to recommend Refuse Handling Services, three bag limit at $8.72 per month to refuse,
raising trash fees to $9.00 per month and with a thirty day notice change to the two bag limit at
$8.43 per month if desired, made by Councilor Hamner. Motion seconded by Councilor
Rokicki.
Councilor Crampton stated he doesn't understand the language for the option of two bags. It is
window dressing, the argument is so politically charged - why even add the language.
Councilor Rokicki responded that it is an option they hope to never exercise, but it is there just in
case.
Vote as follows: Councilor Roach, yes; Councilor Hammer, yes; Councilor Crampton, no;
Councilor Liechty, yes and Councilor Rokicki, yes.
Ordinance 2000 -14, An Ordinance Amending The Greencastle Planning and Zoning Ordinance
by Amending the Zoning Maps, second reading. Motion to approve made by Councilor
Hammer, seconded by Councilor Liechty. Vote was unanimous.
Ordinance 2000 -15, An Ordinance Establishing the Size of Departments of City Government of
the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and
Fixing the Salaries of Certain Other Appointed Officials for the Year 2001, first reading.
Motion to waive reading made by Councilor Hammer, seconded by Councilor Crampton. Vote
was unanimous. Mayor Michael stated the average raise is $1,200.00 and further stated that the
Park Board proposed $32,000.00 annually for the Park Director and $19,240 for the Full -Time
Maintenance person, her recommendation is $29,500.00 annually for the Park Director and
$18,500.00 for the Full -Time Maintenance. Other changes that need to be made in Park salaries
are Seasonal Maintenance in the Park Department to $7.35 per hour and the Seasonal Assistant
Director to $7.35 per hour. Councilor Roach stated he is willing to go for $32,000.00 annual for
the Park Director provided the Director pay $200.00 per month rent that would go into the Park -
Non Reverting Capital Fund.
Motion to approve Ordinance 2000 -15 with changes made by Councilor Hammer, seconded by
Councilor Crampton. Vote as follows: Councilor Roach, no; Councilor Hammer, yes; Councilor
Crampton, yes; Councilor Liechty, yes, and Councilor Rokicki, yes.
Ordinance 2000 -16, An Ordinance Fixing the Salaries of Elected Officers of the City of
® Greencastle for the Year 2001, first reading, was read by Mayor Michael.
Councilor Roach proposed leaving the Council salary as is, taking the $5,000.00 savings and
raising the Mayor Salary to $40,000.00 and the Clerk- Treasurer Salary to $37,000.00. Mayor
Michael stated she has a problem with getting more of a raise than giving other employees.
Councilor Crampton stated he has no problem with leaving Council as is, but doesn't agree with

raising the other two salaries. Councilor Rokicki stated Water and Sewer are user fees and
doesn't feel it is a good example to raise elected officials salaries out of user fees or to raise them
more than other employees. Councilor Hammer agreed that this was not a good example.
Councilor Crampton made the motion to leave Mayor salary at $36,000; Clerk- Treasurer at
$36,000.00 and change the Council to $500.00 each from water and sewer, seconded by
Councilor Rokicki. Vote was unanimous.
Motion to adjourn made by Councilor Crampton, seconded by Councilor Hammer. Vote was
unanimous.
