HomeMy Public PortalAbout11-01-2021 PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, NOVEMBER 1,2021 The Common Council of the City of Richmond, Indiana met in a Regular Meeting November 1,2021 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR LOCKE President Parker called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke, Gary Turner, Jane Bumbalough,Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Beth Fields, Infrastructure and Development;Tony Foster,General Manager of Richmond Power and Light;Ian Vanness, City Planner; Traci McGinnis,Deputy Controller;and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held October 18, 2021, supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. PRESENTATIONS, MEMORIALS OR COMPLAINTS, PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS None COMMUNICATION FROM THE MAYOR • Review of Community events • 2021 Veteran's Day Parade on November 6 • The leaf collection schedule is available on the City of Richmond website • Daylight savings time begins Sunday,November 7 REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the October 7 and 14,2021 meetings were accepted as presented. Common Council Minutes November 1,2021 Page 2 of 3 REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS WAYNE COUNTY CONVENTION AND TOURISM BUREAU — BOARD APPROVALS Held until the November 15, 2021 meeting to allow time for additional nominations. ORDINANCES ON FIRST READING Councilor Oler moved to suspend the rules and read Ordinance Nos. 49, 50 and 51-2021 on first reading by title only, supported by Councilor Cappa. Upon a vote viva voce, the motion carried. ORDINANCE NO. 49-2021 — A SPECIAL ORDINANCE VACATING A PUBLIC WAY(ROADWAY) 3091 &3037 Test Road The Clerk read Ordinance No. 49-2021 on first reading by title only. Ordinance No. 49-2021 was referred to the Richmond Plan Advisory Board for public hearing at their November 18,2021 meeting. RESOLUTION NO. 10-2021 — A RESOLUTION WAIVING NONCOMPLIANCE RELATED TO LATE-FILED ASSESSED VALUATION DEDUCTION DOCUMENTS OF HILL'S PET NUTRITION INDIANA, INC Resolution No. 10-2021 was referred to the Tax Abatement Committee for due diligence. ORDINANCE NO. 50-2021 — A SPECIAL ORDINANCE AUTHORIZING THE APPROVAL OF A STATEMENT OF BENEFITS FOR A PROPERTY OWNER APPLYING FOR DEDUCTIONS UNDER I.C. 6-1-12.1 (Hill's) The Clerk read Ordinance No. 50-2021 on first reading by title only. Ordinance No. 50-2021 will be heard at Public Hearing on November 15, 2021. ORDINANCE NO. 51-2021 — AN APPROPRIATION (TRANSFER) ORDINANCE AMENDING THE 2021 BUDGET(I&D) The Clerk read Ordinance No. 51-2021 on first reading by title only. Common Council Minutes November 1,2021 Page 3 of 3 Councilor Oler moved to advance Ordinance No. 51-2021 to second reading and public hearing, supported by Councilor Cappa.Upon a vote viva voce,the motion carried. There, being no comments for or against, Councilor Locke moved for engrossment, supported by Councilor Engle. Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Turner. Upon a roll call vote,the motion carried 9-0. ORDINANCES ON SECOND READING None MISCELLANEOUS BUSINESS Councilor Turner had a constituent contact him to ask if the City can monitor businesses to keep their entrances, ramps, etc., clear to allow a disabled person to enter. Councilor Turner asked Mr. Sickmann if he will review this issue and report back to Council.
