WORKSHOP CLOSED SESSION MINUTES
HILLSBOROUGH TOWN BOARD
October 27, 2003
7:30 PM, Town Barn
The Hillsborough Town Board held a workshop Closed Session on October 27,2003 at 7:30 PM
in the Hillsborough Town Barn for the purpose of discussing potential property acquisition.
Present for the Workshop Closed Session were Mayor Joe Phelps, and Commissioners Michael
Gering, Kenneth Chavious, and Evelyn Lloyd. Staff present were Town Manager Eric Peterson,
and Assistant Town Manager/Public Works Director Demetric Potts.
CLOSED SESSION TO DISCUSS POTENTIAL PROPERTY ACQUlSmON
The Board received follow-up information on the ScottlWindham Property. The Family is still
interesting is selling a 110' X 96' parcel to the Town for $150,000. The family also indicated
that if the Town purchased the property, they would want an agreement where the Town would
install a wooden fence as a buffer and not allow garbage dumpsters to be placed on the property.
Town Manager Eric Peterson stated that the 110' X 96' lot would be 10,560 square feet and that
on a per acre basis this lot would cost almost $600,000 per acre. He encouraged the Board to
view this purchase from a long-term perspective asking themselves if 10, 20, or 30 years from
now, would the Town have wished it had purchased the property.
After some discussion, the Board authorized the Town Manager to respond to the
ScottlWindham family that the Town is not prepared to purchase the property for $150,000.
Upon a motion by Commissioner Gering, seconded by Commissioner Chavious, the Board
moved to return to Open Session by a vote of 3-0. The motion was declared passed.
