Today I removed the permit placard at 8 Atlantic Avenue (Gary/Christy Wilson) and replaced it with a Stop Work. I
wanted to make sure the construction of the deck did not resume under permit 10 -0323. Attached are a few photos to
document the site as of today. Ray spoke with Mitch Gay this morning about his possible assistance with filling the
footings. He did not know Christy Wilson and he said he wanted to talk with his father about this.
Please understand I would not consider filling of the dug footings to be a violation of the Stop Work. Let me know if you
have any questions.

Dear Ms. Lightsey,
The City's focus has been on replacement of the deck that was already removed on the east end of the building (permit
10- 0323).
It was Gary Wilson's brother, Rodney, and Gary's wife, Christy, that had assured me the work would begin within 7 —10
days. I contacted Rodney when that time period had ended and work had not resumed. On June 18th the City Marshal
became involved and we then learned that ownership of unit #8 was being transferred, and Rodney would therefore not
be overseeing completion of the project on Gary's behalf.
Officer Warren Millikan, City Marshal, has met with Christy and she is aware that the footings that were dug for the deck
replacement must be filled.
I do not know the name of the new owner. I do not know if that person intends to replace the front and the side decks.
The name on the utility account for unit #8 has not yet changed. I will continue to monitor the account and I intend to
contact the new owner when that information becomes available.

Hi Dianne:
I hope you had a nice week away from City work. Speaking of work, none has been done at the
WIlson's property, 16 Atlantei Avenue, Unit #8 as promised. When you last spoke to Gary Wilson about the
property in late May he said work would commence in 7 - 10 days. It is far beyond that now.
Last night's high winds and the earlier Hurricaine Debby's fury did much to undermine the already faltering
structure. None of us want it to be ripped from its moorings and flung at innocent bystanders, other property
owners, or City buildings causing more damage and possible loss of lives! If he is not going to commence
building then the remaining unsafe structure should be removed ASAPN

Ms. Perkins; 112 Second Avenue, came to the office today with a couple of family members. Permit 12 -0159 which was
issued 03/19/2012 for replacement of wood on a deck was closed 03/27/2012 when the project passed final inspection.
Her grandson said he did mechanical work only, no plumbing. $2,000 value. We issued permit 12 -0368, $390 with
penalties. Ray will pull the stop work placard and he is going to further advise the grandson on the requirements for
HVAC such as elevating the unit.

I received two complaints this weekend reference the incomplete project at 16 Atlantic unit 8. [CRN # 2011062903]
I'll be talking to Joe and / Danny reference some tree trimming at 1316 6m Avenue. [CRN # 2012062886] Based on
their opinions, I may be sending the homeowner (Freddie Taylor) to you for some tree mitigation.
The homeowner (Mrs Perkins) from 112 2nd Avenue should be coming to see you Monday AM. [CRN # 20120628691
She has exceed the scope of her permit (le: new HVAC, plumbing, etc).

I spoke with Christie Wilson and Rodney Wilson reference 16 Atlantic Avenue #8. Both claim that ownership will be
transferred to the stepmother this week. I advised them that they are still responsible for the permit in place. Christie
Wilson has agreed to meet with me Tuesday 6/19/12 @ 1400 at her residence (16 Atlantic # 2). 1 will cite her for failing
to following the permit. For the time being, Rodney Wilson is staying put in Swainsboro. [CRN # 2012062928]

Attached is a scan of a document I received this afternoon from the people next door to the
house where the deck fell down at 16 Atlantic Avenue. We permitted the replacement of the
deck on 06/21/2010. There is a note in the file that on 11/07/2011 you and Ray met with Mr.
Wilson and the outcome was that he had to have a firm plan for replacement and start plan. He
worked for a time in April with Ray but we never got past inspection of the footing. He now
owes $50 for a reinspection fee before Ray will look at it again. I have told him that.
Meanwhile it is a hazard there with open trenches for the future pour of the footings. I
think we need to proceed to citation. Could you get with Ray and me on this tomorrow?

It has come to our attention that there is an Address Numbering problem in the block in which you
reside. This causes a Public Safety problem for the 911 dispatch of Emergency Services (Fire, Police and
EMS).
Therefore it is necessary to change / correct your address.
Please be advised that effective immediately your address will be changed:

Tybee Island Code of Ordinance Section 54 -2 Building Number Placement:
All building numbers shall be placed on the outside of the building in a conspicuous place with open
view to the public. Please attach the correct number on the outside of your house so it can be clearly
seen from the street.

Tax Assessor, Water Department, Planning & Zoning Department, Electric Company, Fire and Police
Departments

Hodad,
Attached is a scan of a document I received this afternoon from the people next door to the
house where the deck fell down at 16 Atlantic Avenue. We permitted the replacement of the
deck on 06/21/2010. There is a note in the file that on 11/07/2011 you and Ray met with Mr.
Wilson and the outcome was that he had to have a firm plan for replacement and start plan. He
worked for a time in April with Ray but we never got past inspection of the footing. He now
owes $50 for a reinspection fee before Ray will look at it again. I have told him that.
Meanwhile it is a hazard there with open trenches for the future pour of the footings. I
think we need to proceed to citation. Could you get with Ray and me on this tomorrow?
