HomeMy Public PortalAbout07-23-15cJuly 23, 2015 A Regular Meeting of the Mayor and Council of the Borough of Regular Meeting Carteret was called to order by Councilwoman Susan Naples, at 6:00 P.M., Thursday, July 23, 2015, Council Chambers, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio Susan Naples Joseph Sitarz Noted absent was Mayor Daniel J. Reiman and Council President Randy Krum. Also noted present was Kathleen M. Barney, Municipal Clerk and Borough Attorney Robert J. Bergen. The meeting was opened with a minute of Silent Prayer and the Pledge of Allegiance led by Councilmember Susan Naples. The Clerk stated that on January 5, 2015, in full compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News Tribune, The Star Ledger and posed on the Bulletin Board. Notice was published in The Home News Tribune on January 7, 2015 and in The Star Ledger on January 8, 2015. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the#ive (5) members present, the minutes of July 2 & 13, 2015 were approved as transcribed and engrossed by the Clerk. The Municipal Clerk advised him that the bill was added to the Bill List after it was printed by accounts payable. It is included on everyone's bill list. Borough Attorney Bergen said then they can disregard his request. Councilmember Sitarz asked what it was for. Borough Attorney Bergen said it was for winterizing the Spray Park last year. Councilmember Sitarz asked when it will be opened. Borough Attorney Bergen said he thinks it is opening tomorrow. Councilmember Bellino said it was supposed to be opened last week but they didn't finish it. Reports The Clerk stated that she was in receipt of the following reports: Inspection of Buildings —June 2015 Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (S) members present, all reports were ordered to be received and placed on file. prm COMMITTEES: BUILDINGS & GROUNDS: Committee Chairperson Naples reported that the staff is setting up for the Latin Festival with the other departments. That would be on Saturday from 4:00 P.M. to 11:00 P.M. at the Waterfront Park. FINANCE & ADMINISTRATION: Committee Chairperson Diaz said in the spirit of this weekend's Latin Festival he is reporting "Progresso, in todos departamentos" which means Progress in all departments. Councilmember Naples said "Gracias ". 10 July 23, 2015 FIRE: In the absence of Councilmember Krum, Councilmember Naples reported Progress. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Bellino reported Progress. POLICE: Committee Chairperson Sitarz reported that he is not too happy. They lost a new police car again. Totaled. Councilmember Naples asked what happened but Councilmember Sitarz said he doesn't have the full report yet. Councilmember Sitarz said it's a wonder that the officer didn't get killed. Thank God for air bags. Councilmember Sitarz said there is no doctor at the Medi Center. Councilmember Naples said she does not know the medical law on that but they do have a physician's assistant. Councilmember Sitarz said that somebody told him that they went in there and there was no doctor and they'd have to go to the hospital to the outpatient clinic to get checked out. Councilmember Naples said that she cannot answer whether they can operate with just a physician's assistant. Councilmember Sitarz asked if the Board of Health could look into it. Borough Attorney Bergen said they can look at it but it's just like a private doctor's office. If they don't have the proper staff and people are practicing medicine without a license, they're in violation of their license. Caradttees Continued W- 9cussion Be: Medi Center 11 July 23, 2015 Councilmember Sitarz said he just wanted the Council to know. Borough Attorney Bergen said he doesn't know how they could possibly even operate over there. He said he guesses that DLSCUS.SICIV physician's assistants can do physicals for schools. CQVI'll1OED Councilmember Naples said they can and they can prescribe. Councilmember Diaz stated that P.A. can do just about everything but operate as long as they're working under another medical physician. Councilmember Naples questioned if the physician has to be on site. Councilmember Diaz said if they don't have to be on site but they have to work under that person. That person is responsible now. A P.A. is almost a doctor. Councilmember Naples told the Municipal Clerk to get clarification on that from the Board of Health. . Councilmember Sitarz asked if a Superintendent of Schools can work under Councilmember Diaz (as principal). Borough Attorney Bergen said the license ... (inaudible)... provide for it but the medical rule and regulations and the law governing the practice of medicine would deal with it. They're not going to screw with their license. If they're operating that way, they are operating under the law. No one's not going to take a chance. Councilmember Naples said that we can find that out. Attorney Bergen agreed and said we'll check it out. 12 July 23, 2015 PUBLIC WORKS: Committee Chairman DiMascio reported Progress. BOARD OF EDUCATION: Committee Chairwoman Naples reported Progress. Councilmember Naples read the following Proclamation into the record: BOROUGH OF CARTERET MIDDLESEX COUNTY, NEW JERSEY, PI37Qmmm PROCLAMATION NUI PIGS aT NATIONAL NIGHT OUT 2015 2015 WHEREAS, the National Association of Town Watch (NATW) is sponsoring a unique, nationwide crime, drug and violence prevention program on August 0, 2015 called "NATIONAL NIGHT OUT "; and WHEREAS, the "32 11 Annual National Night Out" provides a unique opportunity for the Borough of Carteret to join forces with thousands of other communities across the country in promoting cooperative, police - community crime prevention efforts; and WHEREAS, the Crime Prevention Unit plays a vital role in assisting the Carteret Police Department through joint crime, drug and violence prevention efforts in the Borough of Carteret; and WHEREAS, it is essential that all citizens of the Borough of Carteret be aware of the importance of crime prevention programs and the impact that their participation can have in reducing crime, drugs and violence in the Borough of Carteret; and 13 July 23, 2015 WHEREAS, police- community partnerships, neighbor safety, awareness and co- operation are important themes of the "National Night Out" program. NOW, THEREFORE, WE The Mayor and Council do hereby call upon the citizens of the Borough of Carteret to join the Carteret Police Department's Crime Prevention Unit and The National Association of Town Watch in supporting the 32 1d Annual National Night Out" on August 4th, 2015 as "National Night Out" in the Borough of Carteret. FURTHER, LET IT BE RESOLVED THAT WE, The Mayor and Council do hereby proclaim Tuesday, Aught 4 2015 as "NATIONAL NIGHT OUT" in the Borough of Carteret.
