A RESOLUTION APPROVING AN AGREEMENT WITH THE BUREAU OF LAND
MANAGEMENT TO INSTALL A NATIONAL OCEANIC AND ATMOSPHERIC
ADMINISTRATION (NOAA) WEATHER RADIO STATION ON BALD MESA
WHEREAS, the Govermng Body of the City of Moab will accept a $2,000 contnbutmn from the
Bureau of Land Management to help pay for the installation of the NOAA weather Radio
Station, and
WHEREAS, the Agreement for the Participation in the weather radio station is attached hereto
NOW, THEREFORE, we, the Governing Body of the City of Moab do hereby approve
aforementioned agreement in substantially the form presented to this meeting of the Moab City
Council, and authonze the appropnate officials to sign and execute said agreement
This resolution shall take effect immediately upon passage
Passed and adopted by action of the Governing Body of the City of Moab in open session
this 25`s day of September, 2001

NOAA Weather Radio
Challenge Cost Share Arrangement
between the
Bureau of Land Management - Moab Field Office
and
Moab City, Moab, Utah
1 Authonty Department of the Interior and Related Agencies Appropriations Act of 1991, P O
101-512 which states that the BLM is authonze hereafter to negotiate and enter into
cooperative arrangements with public and private agencies, organizations, institutions, and
individuals to implement challenge cost share programs
2 Background SE Utah is a very remote and rugged country Weather information is vital to
recreation visitors on the public lands, to resource managers in determining work projects, and
to fire suppression personnel in controlling of wildfires During the summer months, severe
thunderstorms with dangers from lightning and flash floods are prevalent Up to date weather
information is important to all users and managers of the public lands
3 Objective The objective of this Challenge Cost Share Arrangement (CCSA) is to install a
NOAA weather radio on Bald Mesa The Bald Mesa site is located approximately 20 miles
SE of Moab The BLM is part of a larger cooperative of users to acquire and install this radio
This radio will continuously broadcast weather information to all visitors and managers of the
public lands in SE Utah
4 Descnption of Work Moab City will purchase and install a WRG300 Model Weather Radio
Transmitter on an existing State owned tower on Bald Mesa BLM is providing funding for the
installation of this radio
5 Deliverables The radio, when installed, will be turned over of the National Weather Service to
operate and maintain as part of the national NOAA weather radio system
6 Delivery or Performance Time Work will be completed by the end of
the year 2002.
7 Inspection and Acceptance Cntena The National Weather Service, will inspect and accept
the completed radio and installation

8 Cost Pnncipals OMB Circular A-87, Cost Pnnciples for State, Local, and Indian Tnbal
Governments, is incorporated herein and made a part of this challenge cost share arrangement
BLM will provide partial funding of S2000 towards cost of installing this radio
9 Terms of Agreement This CCSA is for the years 2001 and 2002 only
