Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL REGULAR SESSION TUESDAY, SEPTEMBER 12, 2000 7:00 P.IYI. CITY HALL The Greencastle Common Council met in Regular Session Tuesday, September 12, 2000, 7:00 p.m. at City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Crampton, Councilor Liechty and Councilor Rokicki. Councilor Hammer was absent. Also present was City Attorney Laurie Robertson. Public Petitions and Comments There were no public petitions or comments. Department Reports Councilor Crampton commended the Fire Department on the increase in inspections. Park Director Staton thanked her staff for another great year. Park Director Staton further stated • that due to public continents the demolition of the rock wall in the park is on hold at this time. Cemetery Superintendent Robinson stated they are having a lot sale in October. Engineer Morrow highlighted some of the projects he is working on. Attorney Robertson highlighted projects she is working on. Approval of Minutes Motion to approve minutes from July 18, 2000, Special Session; August 8, 2000, Regular Session; August 10, 2000, Special Session, and August 29, 2000, Special Session, made by Councilor Roach, seconded by Councilor Crampton. Vote was unanimous. Approval of Claims Councilor Liechty questioned a claim in the amount of 5850.00 to Larry Wilson for the PUD Ordinance. Mayor Michael stated Mr. Wilson's contract for the Plan and Zoning Attorney does not include rewriting Ordinances. Councilor Liechty made the motion to approve claims, seconded by Councilor Roach. Vote was unanimous. Waiver of Noise Ordinance Request for DePauw Campus Community Day and Band Concert for Friday, September 15, 2000, 4:00 p.m. to 11:00 p.m. was discussed. DePauw will provide security and work with the sound engineers and GPD regarding any complaints. Motion to approve made by Councilor Roach, seconded by Councilor Rokicki. Vote was unanimous. • Mayor Michael presented another Noise Ordinance Waiver Request for a First Year Luau that was received tonight at the meeting. Cathy Modisett and Ashley Krieg were present. This event S is being held at the Park and will need approval by the Park Board. Doug Cox, DePauw security will not sign off on this event until the City does due to it being held in the City Park. It was explained to Ms. Modisett and Ms. Krieg that they must receive Park Board approval for this event. Councilor Roach made the motion to approve the one hour extension contingent upon approval of the Park Board, seconded by Councilor Crampton. Vote was unanimous. A third Noise Ordinance Waiver Request was presented. This request was also received today from Leigh Mathias of WGRE. No one was present to answer questions. The time is from 4:00 - 6:30 p.m. Motion to deny this request was made by Councilor Rokicki, seconded by Councilor Roach. Vote was unanimous. Councilor Roach stated he would love for the Council to get out of the Noise Ordinance Waiver business. Elizabeth Butts, Victims Advocate for Putnam County Family Support Services, was present to request permission to tie purple ribbons around the Courthouse square from September 30 to October 7 to signify Domestic Violence Awareness month. Motion to approve made by Councilor Roach, seconded by Councilor Liechty. Vote was unanimous. Ms. Butts stated that her organization will decorate, maintain and take down the decorations. A request for parking exemption for the 26th Annual Berry Street Flea Market, October 7th was IS presented. Motion to approve made by Councilor Crampton, seconded by Councilor Liechty. Vote was unanimous. A request for street closings from Main Street Greencastle for the Antique and Classic Auto Show October 13 and October 14 (rain dates October 20 and October 21). The following streets were requested to be closed: Friday from 6:00 p.m. to 10:00 p.m. - Indiana Street from Washington to Franklin Street - Franklin Street from Indiana to Jackson Street Saturday from 8:00 a.m. to 5:30 p.m. - Indiana Street from Walnut to Washington Street and from Washington to Franklin Street - Franklin Street from Indiana to Jackson Street - Walnut Street from Indiana to Jackson Street, not including the intersections at either end of that section. We do not plan to park show cars on the street; we are asking for this closing as a safety precaution, since we will use the First Christian Church parking lot if we have more cars entered than the other closed street can accommodate. Commercial House accepts this arrangement as long as their driveway is unimpeded. Motion to approve made by Councilor Crampton, seconded by Councilor Rokicki. Vote was unanimous. Ordinance 2000 -19, An Ordinance Amending Section 6 -95 of the City of Greencastle City Code (Trash Fees), second reading. Motion to approve made by Councilor Roach, seconded by Councilor Rokicki. Vote was unanimous. s Ordinance 2000 -21, Ordinance for Appropriations and Tax Rates, second reading. Motion to approve made by Councilor Roach, seconded by Councilor Crampton. Vote was unanimous. Ordinance 2000 -22, An Ordinance Amending Ordinance 1995 -3, An Ordinance Concerning Flood Hazard Areas, first reading, read by Mayor Michael. Motion to approve made by Councilor Roach, seconded by Councilor Liechty. Vote was unanimous. Ordinance 2000 -23, An Ordinance Amending City of Greencastle Employee Manual, first reading, was read by Mayor Michael. Motion to approve made by Councilor Roach, seconded by Councilor Rokicki. Vote was unanimous. Ordinance 2000 -24, An Ordinance Amending Section 8 -22 of the Greencastle City Code, first reading, was read by Mayor Michael. Motion to approve made by Councilor Crampton, seconded by Councilor Rokicki. Vote was unanimous. Resolution 2000 -23, A Resolution Expending Trash Funds for WCSWD Waste Site Clean Up, was read by Mayor Michael. This Resolution expends $5,659.00 from the trash funds for the clean up of the waste site at the Old Industrial Park. Motion to approve made by Councilor Crampton, seconded by Councilor Liechty. Vote was unanimous. ® Resolution 2000 -24, A Resolution Authorizing the Expenditure of Industrial Development Funds (Funding the Greencastle/Putnam County Development Center), was read by Mayor Michael. Motion to approve made by Councilor Roach, seconded by Councilor Liechty. Vote was unanimous. Resolution 2000 -25, A Resolution Authorizing Additional Appropriation, was read by Mayor Michael. Motion to approve made by Councilor Roach, seconded by Councilor Crampton. Vote was unanimous. The next item was a discussion regarding bids received for a Park Maintenance Building. Park Director Staton stated the bids ranged from the high end of $198,000.00 to the low end of $98,000.00. Councilor Roach asked if the Park Board has looked into an FBI or Morton building like the Cemetery has. The Cemetery built their building for approximately $17,000.00 plus floors and any additions. Councilor Roach suggested the Park Board look at this option. Mayor Michael passed out information regarding expenditures for the Police Department which totals $20,923.43 after subtracting $12,000.00 already appropriated through an additional and $10,000.00 that is suppose to be received from a Federal Grant. CT Jones asked the Council to approve the two items needed at this time which are the Video camera and the breeze link to 911. CT Jones stated the bottom line includes 510,000.00 in grant monies that the City has not yet ® received and can not be included on an additional without having it in our hands. The breeze link and video camera can be covered by Municipal Court fees already received. Council approved the video and breeze link and requested CT Jones look for monies to cover the other items.
