Carteret was called to order by Council President Randy Krum at h_gust 20, 2015
6:00 P.M., Council Chambers, Memorial Municipal Building 61
Cooke Avenue, Carteret, New Jersey.
Upon Individual Roll Call Vote the following were noted present: ROLL CALL
Councilmember Vincent Bellino

Noted Absent was Mayor Daniel J. Reiman, Councilmembers
Susan Naples and Joseph W. Sitarz and Municipal Clerk, Kathleen
M. Barney.
Also noted present was Linda A. Rivera, Assistant Municipal Clerk
and Robert J. Bergen, Law Director.
The meeting was opened with a minute of silent prayer and the Mimte of Silent Prayer
Pledge of Allegiance led by Council President Randy Krum. Pledge of Allegiance
The Assistant Clerk stated that the 2015 Annual Notice was mailed SDkTR'ENF OF MEEMG
to The Home News Tribune, The Star Ledger and posted on the N)FICE
Bulletin Board. Notice was published in The Home News Tribune
on January 7, 2015 and The Star Ledger on January 8, 2015.

Upon MMS &C by Councilmembers Bellino and Diaz and
unanimous affirmative vote of the four (4) Councilmembers
present, the public portion on Resolutions /Agenda Items and New
Business was opened to the public.
Comtatr_e Foley Constance Foley, 137 Heald Street, spoke about a concern that
she and other commuters had by the bus stop in front of Lucia's
Pizza at 6:45 a.m. She explained that a man, that may be mentally
disturbed, comes and harasses them to the point that they feel
unsafe and she questioned what could be done about it. She
asked if they could defend themselves if he tried to physically
attack them and referenced mace. She also asked if they could
have a police officer go by at that time and patrol the area.
Camil President Knm Council President Krum said he had spoken to Deputy Chief
McFadden who was present in the audience and he then referred
the question to him.
��' Ch i ef Deputy Chief McFadden said this was the first he had heard about
this and said if he has men available at that time he would send
them to patrol the area.
COmtarce Foley Constance Foley explained that she did not want to keep calling
the 911 line since that is for an emergency and would not want to

tie it up. She questioned if she should call the non - emergency Constarr-e Foley Cent:
number to report the problem as it happens and she will not open
her handbag to access her phone or for any reason in front of the
man.
Council President Krum said if there is any danger when she gets
on the bus to call right away and give a description of the person.
Attorney Bergen explained if there is any danger of course to call
911 and if it is not an emergency it will explain on the recording to
call the non emergency number. He said you are allowed self
protection with mace and explained in reference to mentally
disabled people there are more of them on the street because the
law has established now that they cannot be institutionalized
against their will, under very limited circumstances. They have a
constitutional right to be in a public place but when they break
the law by harassing someone or violating someone's rights then
the police can get involved. He said Deputy Chief McFadden will
follow up on the complaint and issue a report to the Mayor.

Deputy Chief McFadden again explained if he had men available Duty Chief �tFafflm
he will have them patrol there at that time and he said the
response time by his men is 3 % to 4 minutes if needed.
Kevin Urban then spoke. He asked the Governing Body if they lain Uri
were aware that seven (7) cars were broken into on his street and
said he thought the person or persons doing this had a scanner
that could unlock the cars.
He then spoke about the Ferry Terminal Project saying he
understood there was arsenic in the river bed and asked about
the plan for its removal.
Attorney Bergen explained the property is currently owned by Attorney Bergen
DuPont who has entered into an agreement to donate some land

Attorney Bergen Cent: to the Borough and under that agreement is obligated to clean
the property up under DEP standards and get a letter for no
further action before they transfer it to the Borough.
Kevin Urban Mr. Urban then asked when they do the retention pond on Noe
Street would they be doing smoke testing of the sewers.
Mr. Urban and the Governing Body spoke briefly on this.
PLblic Portion Upon MMS &C by Councilmembers Diaz and Bellino and
Clow unanimous affirmative vote of the four (4) Councilmembers
present, the public portion of the meeting was closed.

ADJURMD After no further discussion, upon MMS &C by Councilmembers
Diaz and Bellino and unanimous affirmative vote of the four (4)
Councilmembers present, the meeting was Adjourned at
approximately 6:15 P.M.
