EMERGENCY MEETING MINUTES
IDLLSBOROUGH TOWN BOARD
AND
TOWN CLOCK COMMITTEE
November 3, 2003
7:30 PM, Town Barn
The Hillsborough Town Board held an Emergency Meeting on November 3, 2003 at 7:30 PM in
the Hillsborough Town Barn. Present for the Emergency Meeting were Mayor Joe Phelps, and
Commissioners Michael Gering, Kenneth Chavious, Frances Dancy, Mark Sheridan, and Evelyn
Lloyd. Town Clock Committee Members present were Cathleen Turner, Tom Magnuson, and
Crauford Goodwin. Staff present were Town Manager Eric Peterson, Assistant Town
Manager/Public Works Director Demetric Potts, Police Chief Nathaniel Eubanks, and Town
Attorney Bob Hornik.
1. CALL TO ORDER
Mayor Joe Phelps called the meeting to order at 7:30 PM.
2. AGENDA APPROVAL AND CHANGES
By consensus, the Board approved the Agenda as presented.

3. CONSIDER A MOTION TO GO INTO CLOSED SESSION TO DISCUSS A LEGAL
ISSUE REGARDING THE TOWN CLOCK AND A SECOND LEGAL ISSUE
REGARDING THE CORBINTON COMMONS PROJECT
Upon a motion by Commissioner Chavious, seconded by Commissioner Gering, the Board
moved to go into Closed Session to discuss a legal issue regarding the Town Clock and a second
legal issue regarding the Corbinton Commons Project by a vote of 5-0. The motion was declared
passed.
The Board returned to Open Session.
4. OTHER
There were no other issues discussed.
5. ADJOURN
Upon a motion by Commissioner Chavious, seconded by Commissioner Dancy, the Board
moved to adjourn the meeting at approximately 9:00 PM by a vote of 5-0. The motion was
declared passed.
