HomeMy Public PortalAboutWater System Facilities Generators (March 2021)Town of Brewster: INVITATION TO BID The Town of Brewster, Massachusetts, the Awarding Authority, invites sealed bids for the Water System Facilities Generators, Town of Brewster, Massachusetts in accordance with the documents prepared by Environmental Partners Group. This project is being Electronically Bid (E-Bid). All bids shall be submitted online at www.Projectdog.com. Hard copy bids will not be accepted by the Awarding Authority. All plan holders must have an active online account on www.Projectdog.com to acquire documents, receive project notifications, and to submit bids electronically. Documents may also be viewed, but not removed, from the offices of Projectdog Inc., 18 Graf Road - Unit 8, Newburyport, MA 01950, Monday – Friday, 8:30 a.m. to 5:00 p.m. Sealed General Bids for the Water System Facilities Generators, Town of Brewster, Massachusetts project will be received until 2:00 p.m. prevailing time on Thursday, April 22, 2021. The Bidder shall access the Projectdog.com E-Bidding System by entering Project Code 842284 in the project locator box and then selecting “GC E-Bid” from the project’s “Project Details” page. The Bidder must enter their bid price as a numeric, whole dollar value only with no punctuation. The E-Bidding system automatically translates the numeric value into words and displays the bid price in both figures and words on the submitted bid form. A non-mandatory pre-bid meeting will be held at the Brewster Water Department, 165 Commerce Park Road, Brewster, MA on Tuesday, April 6, 2021 at 1:00 p.m. Bidders are strongly encouraged to attend the pre-bid meeting. The Work under this Contract includes, but is not necessarily limited to the demolition of existing generators and pads at Lime Station #1, Well Station #4, and the Greensand WTP; installation of propane fueled standby generators outside Well Station #1, Well Station #2, and Lime Station #1 on a concrete pad; installation of natural gas fueled standby generators outside Well Station #4 and the Greensand WTP on a concrete pad; installation of new automatic transfer switches; associated fuel piping and wiring and conduit; SCADA integration; paving; and ancillary work. All required Bid Forms must be completed and submitted in PDF formatted files. The Bidder must fill-in all required fields and signatures either digitally or manually (print, fill-in, and scan to PDF). Construction must be complete 240 calendar days from and including issuance of a notice to proceed, and/or receipt of fully executed contract. Award of the Contract is subject to a positive Spring 2021 Town Meeting vote. Contract payment will be by the unit price method and the lump sum price method as indicated on the Bid Proposal. No Bidder may withdraw his/her Bid for a period of thirty (30) calendar days after the actual date of the opening of the Bids. Bidders shall certify that they do not, and will not, maintain or provide for their employees any facility that is segregated on a basis of race, color, creed, sex, national origin, or sexual preference. The bidding and award of the Contract shall be in full compliance with Sections 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised. This project shall also comply with Sections 39F, 39K, 39N, and 39O of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised and included in Appendix B. This project shall also comply with Sections 39I, 39J, 39L, 39M, 39P, and 39R of Chapter 30 and Sections 34 and 44J of Chapter 149 and Section 40 of Chapter 82 of the General Laws of the Commonwealth of Massachusetts as last revised. Bid Security in the form of cash, or a certified check, treasurer’s or cashier’s check issued by a responsible bank or trust company and made payable to the Owner must be submitted with a completed Cash Bid Bond Affidavit form and received by the Owner before the time of bidding. Bid Security shall be at least five percent (5%) of the greatest possible bid amount, considering all alternates. The Bid Security in the form of a Bid Bond shall be with a surety company qualified to do business in the Commonwealth of Massachusetts and satisfactory to the Owner and submitted with your E-Bid online at www.Projectdog.com. Minimum wage rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27G, as amended apply to this project, as contained in Appendix A of the Contract Documents. It is the responsibility of the contractor, before bid opening, to request, if necessary, any additional information on the Minimum Wage Rates for those trade people who may be employed for the proposed work under this Contract. The successful Bidder must furnish 100 percent (100%) Construction Performance Bond and 100 percent (100%) Construction Payment Bond. Complete instructions for filing Bids are included in the Instructions to Bidders, Section 00100. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be the best interest of the Town of Brewster. The Owner reserves the right to omit part or whole of any proposed work to be performed, as described in the Contract Documents, as may be required to maintain the total cost of work within available funds.
