TUESDAY, OCTOBER 10, 2000 7:00 P.M. CITY BALL
Liechty and Councilor Rokicki. Also present was City Attorney Laurie Robertson.
The Greencastle Common Council met in Regular Session Tuesday, October 10, 2000, 7:00 p.m.
at City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following were
found to be present: Councilor Roach, Councilor Hammer, Councilor Crainpton, Councilor
Public Petitions and Comments
Representatives from DePauw Hartman Center were present to promote Make a Difference Day
and give a brief description of events that will take place October 28, 2000. This event is being
held to solicit community involvement and build better relations between the community and
DePauw University.
A petition from Don Lawrence regarding parking at the Senior Center was included in the
packets. This petition reads as follows:

In reference to parking for senior citizens:
A lot of seniors attend a function at the senior center that will last a little more than the 2 hour
parking limit. The parking lot (NE of the center) is not the greatest - because being unlevel and
uphill to the center. Is there a way the seniors could get (or pay a small sum) a window card or
etc. for additional parking time? May find it difficult to move their cars for additional time. If
at all possible they would like to park on a level street, such as Franklin, for it is easier to walk to
the center.

Councilor Roach stated we have to took at the effects on other merchants also. Maybe the senior
center should use the Senior Van to shuttle participants from the lot to the center.
Department Reports
0 Fire Chief Newgent reported that one bid was received for the new Fire Truck. The Township
Contract is enclosed for Council information noting a change in the General Fund amount from
$25,000.00 to 530,000 per year and the change in the contract period which will now be from
January to January instead of April to April. Chief Newgent also stated they have a DePauw
• Bonner Scholar who is currently working with his department on inspections.
Councilor Rokicki passed out information regarding 'Friends of the Greencastle Fire Department
Association of Putnam County, Inc."
Councilor Crampton asked Engineer Morrow about the $400,000.00 overage regarding the
WWTP bidding. Engineer Morrow stated they are working with the design engineers to help
reduce the amount and stay within the $12 million cap. One place for reduction is to continue
land application for sludge and remain with the class B sludge application and not install the
class A sludge equipment at this time.
Street Commissioner Miles reported on his trip to Lincoln, Nebraska for a Tree Conference.
Street Commissioner Miles asked residents to keep their leaves on the area between the sidewalk
and curb and NOT to place them in the street; leaves placed in the street end up being wash into
the storm sewers and block them. Cormnissioner Miles also asked that no other debris be placed
in the leaves.
Councilor Liechty thanked Commissioner Miles and his department for cleaning up Berry Street
prior to the Flea Market.
Park Director Staton was absent.
• Attorney Robertson reported that Wheeler vs. City of Greencastle case has been settled.
Approval of Minutes
Motion to approve minutes from July 11, 2000, Regular Session; September 12, 2000, Executive
Session and September 12, 2000, Regular Session was made by Councilor Roach with the
following corrections made by Councilor Rokicki: September 12, 2000, Regular Session -
second page, first paragraph: Mike Rokicki voted "nay" to approve the Noise Ordinance Waiver
for the First Year Luau stating the proper procedure was not followed, and last page: Councilor
Roach and Councilor Rokicki questioned the need for voice mail. Motion was seconded by
Councilor Rokicki. Vote was unanimous with Councilor Hammer abstaining.
General Business
Motion to approve Claims made by Councilor Liechty, seconded by Councilor Roach. Vote was
unanimous.
Tina Grezesick, PIE Coordinator, was present to request permission to tie red ribbons around the
downtown lampposts for "Red Ribbon Week" October 23 -31. Ms. Grezesick stated they will put
up and take down the ribbons. Motion to approve made by Councilor Roach, seconded by
Councilor Hammer. Vote was unanimous.
Ordinance 2000 -22, An Ordinance Amending Ordinance 1995 -3, An Ordinance Concerning
Flood Hazard Areas, second reading. Motion to approve made by Councilor Roach, seconded
by Councilor Crampton. Vote was unanimous.

Ordinance 2000 -23, An Ordinance Establishing An Injury Leave Policy, second reading.
Motion to approve made by Councilor Roach, seconded by Councilor Rokicki. Vote was
unanimous.
Ordinance 2000 -24, An Ordinance Amending Section 8 -22 of the Greencastle City Code,
second reading. Motion to approve made by Councilor Crampton, seconded by Councilor
Liechty. Vote was unanimous. ,
Resolution 2000 -26, A Resolution Authorizing Additional Appropriation, was read by Mayor
Michael. Motion to approve made by Councilor Rokicki, seconded by Councilor Roach. Vote
was unanimous.
A Special Meeting was set for Monday, October 30, 5:00 p.m. at City Hall to discuss a
Resolution for the CFF Grant, and for an additional appropriation for the Police Department.
Halloween Trick or Trick was set for October 31, 6:00 p.m. to 9:00 p.m. with children going to
houses with porch lights on only.
Motion to adjourn made by Councilor Crampton, seconded by Councilor Liechty. Vote was
unanimous.

Make a Difference Day
Members of the Hartman Center Make a Difference Day Team would like to request an
opportunity to speak at the City Council's meeting on October 10` 2000. In a few brief minutes,
our team would like to present to the board a description of the events that will take place on
October 28, 2000 as well as solicit community involvement in these activities.
The presentation can be kept within the timeframe of 5 -10 minutes.
