Nwro 4 r f caur!.e � r No. 15 -193 1 Date of Adoption Sg r 17, 2015 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES NVITH T& vI ASSOCIATES — DESIGN, CONSTRUCTION ADMItNISTRATION AND OBSERVATION WESLEY PLACE FORCE MAIN AND GRAVITY SEWER REPAIR WHEREAS, the Borough of Carteret is in need of engineering and inspection related services with regard to Design, Construction Administration and Observation for Wesley Place Force Main and Gravity Sewer Repair; and WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise for said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $31,250.00; and )VFIEREAS, the Mayor and Council have reviewed said proposal; WHEREAS, the Chief Financial Officer has certified that finds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from T &M Associates for engineering and inspection related services with regard to Design, Construction Administration and Observation for Wesley Place Force Main and Gravity Sewer Repair at a total cost not to exceed $31,250.00 at the rate set forth in T &M's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. That a copy of this resolution be forwarded to the Borough's purchasing Department and T &M Associates. June 15, 2015 Mayor Daniel Reiman Carteret Borough 61 Cooke Avenue Carteret, NJ 07008 Re: Gravity Interceptor Sewer Repair— Wesley Place Design Engineering and Construction Administration and Observation Dear Mayor Reiman: T &M Associates is pleased to submit this Scope of Services and Fee Estimate to provide engineering services to the Borough for the lining rehabilitation of the Borough's gravity sewer on Wesley Place in Woodbridge. The proposed scope of services covers design engineering, bid phase services and construction administration and observation services for the proposed repair work. As a result of a sinkhole on Wesley Place in Woodbridge and deterioration in the Borough's 27" PCCP force main, the Borough replaced approximately 725 LF of force main in 2014. Deterioration of the gravity sewer and manholes downstream of this location from Harmony Way to the meter chamber and beyond the meter chamber were also observed and require rehabilitation. Based on the Interior investigation of the gravity sewer, lining of 275 LF of gravity sewer to the manhole on Tonlyn Place downstream of the meter chamber and rehabilitation of related manholes is proposed. Our scope of design engineering and construction phase services is as follows: A. DESIGN ENGINEERING Survey and Basemappina T &M previously performed topographic survey of Wesley Place from Old Road to the gravity manhole downstream of the meter chamber. The topographic survey located visible utilities, valve boxes, storm sewer lines, sanitary sewer, etc., within the roadway or easement and to 5' beyond the curb or edge of pavement and basemapping was prepared and will be utilized for the proposed sewer lining and manhole rehabilitation work. Preparation of Construction Plans and Specifications Under the above described force main replacement work, the construction plans and specifications for the project Included the lining and rehabilitation of the gravity sewer and manholes. T &M will review the previously prepared construction documents and modify as necessary to reflect only the lining and manhole rehabilitation work.
