HomeMy Public PortalAboutr 15-194*L-d jorf 1.4.1 No 157194 II Date of Adoption eta � 17 , 2015 AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES CONTRACT WITH CME ASSOCIATES, RE: NJDFP CONSTRUCTION DENVATERING - PERrMIT NOE STREET DRAINAGE IMPROVEMENTS WHEREAS, the Borough of Carteret is in need of specialized engineering services i connection with the NJDEP Construction Dewatering Permit for the Noe Street Drainage Improvements Project; and WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses the requisite experience and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said services at a total cost not to exceed $7,275.00; and WHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that finds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: The proposal from CME Associates for engineering services related to the NJDEP Construction Dewatering permit for the Noe Street Draina Improvements Project at a total cost not to exceed $7,275.00 is hereby approved. 2. This action is approved as an award of a professional services contract Pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department and CME Associates. Budget Amendment - NJDEPPerndt —BWA -002 Construction Deivatering Noe Street Drainage Improvements Project Borough of Carteret, New Jersey Dear Mayor Reiman: Based on the design documents prepared by others, CME Associates (CME) prepared Dewatering Permit -By -Rule application and submitted to the NJDEP on August 7, 2015, in accordance with the approved proposal, dated April 13, 2015. The permit application package included the following: • Dewatering Permit -By -Rule; and • New Jersey Pollutant Discharge Elimination System (NJPDES) Permit Application and related supplemental application (Category BGR). Upon completing its review of the Dewatering Permit -By -Rule application NJDEP in their letter dated, August 11, 2015 (enclosed) directed the Borough, to submit a Water Allocation Permit Application — Temporary Dewatering Application (BWA -002). NJDEP indicated that the proposed dewatering activities would not be eligible for the Permit -By -Rule due to the proposed construction methods. The Temporary Dewatering Application (BWA -002) requires the preparation of a comprehensive Technical Report as well as a review fee in the amount of $7,275. The approved April 13, 2015 budget was limited to the scope of preparing a Permit -By -Rule application and did not include a substantial permit review fee. (732) 951 -2101 AssoctArt=s Mayor Daniel Reiman September 1, 2015 Borough of Carteret Page 2 Re: Budget Amendment - NJDEP Permit — BWA -002 Noe Street Drainage Improvements Project, Carteret, NJ SCOPE OF WORK: In accordance with the NJDEP letter dated August 11, 2015, CME will prepare and submit to NJDEP a Water Allocation Permit Application — Temporary Dewatering Application (BWA - 002). As a part of the application submittal requirement, a detailed Technical Report will be prepared. The Technical Report will include the estimation of the requested allocation, evaluation of impact on groundwater supplies, saltwater intrusion, and spread of nearby contamination within the radius of influence of the planned diversion, etc. The estimation of the requested allocation will be calculated using analytical methods. It is assumed that aquifer parameters will be obtained from literature and will not be based on field testing in the vicinity of the Site. CME will utilize the analytical testing results that were previously obtained. COST: The total cost estimate for completion of the proposed Scope of Services is $14,775. The budget includes approximately $7,275 in NJDEP fees. Description Estimated Budget Permitting = _ - Water Allocation Permit Application — BWA -002 NJDEP Fees $7,275 Total Estimated Budget $14,775 The cost estimate contained in this proposal is CME's best estimate of the effort required to complete the work as outlined in the Scope of Work.
